Duties and Responsibilities Business Process Analysis: Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop actionable recommendations to enhance operations and system performance. Requirements Definition & Analysis: Lead requirements elicitation, documentation, and validation activities, translating business needs into functional and technical requirements for development teams. Agile & Scrum Participation: Participate in Daily Stand-ups, Development Team SCRUMs, Integrated Product Team (IPT) meetings, and Executive reporting sessions as required to support Agile delivery. Backlog & Workflow Management: Align processes, operating models, and delivery frameworks with Agile Scrum methodology and manage requirements, user stories, and backlogs using tools such as Azure DevOps to support iterative development and traceability. Stakeholder Engagement: Conduct meetings, workshops, and presentations to gather information, share findings, and align stakeholders on project objectives and solutions. Documentation & Communication: Document requirements, process flows, business rules, and analysis results; communicate findings and recommendations to cross-functional teams and leadership. Project Support & Oversight: Provide day-to-day project support including task tracking, progress reporting, and coordination across business and technical teams. Solution Validation: Ensure delivered solutions meet business needs and requirements through review, testing support, and stakeholder validation. Prioritization & Planning: Assist in prioritizing initiatives based on business needs, regulatory requirements, and program objectives. Stakeholder Liaison: Serve as a liaison between business users, government stakeholders, and technical teams to ensure alignment throughout the project lifecycle. Mentorship & Guidance: Provide guidance, training, and coaching to junior staff and support knowledge transfer activities. Works under moderate supervision with guidance from senior personnel.
Skills & Work Experience Professional Experience: At least five (5–8+) years of experience in business analysis, requirements management, or project support roles. Proven experience evaluating business processes, documenting requirements, and developing process improvement strategies. Strong understanding of SDLC methodologies, including Agile and Waterfall. Experience working with cross-functional teams including developers, architects, testers, and project managers. Excellent documentation skills including requirements artifacts, user stories, process flows, and reports. Strong analytical and conceptual thinking skills. Experience facilitating meetings, workshops, and stakeholder presentations. Ability to influence stakeholders and work closely with them to determine acceptable solutions. Strong organizational, planning, and time management skills. Proficiency in Microsoft Word, Excel, Outlook, and collaboration tools. Excellent written and verbal communication skills. Experience using Azure DevOps to manage requirements, user stories, backlogs, sprint planning, and traceability throughout the SDLC.
Preferred Experience supporting U.S. federal government IT programs, preferably within OPM or similar agencies. Experience working in healthcare, insurance, or benefits administration environments. Experience using Agile project management or backlog management tools. Experience supporting technology modernization or system transformation initiatives. Experience leveraging Azure DevOps Boards and Repos for requirements management, sprint tracking, and collaboration with development teams.
Education Bachelor’s degree in Business, Information Systems, Public Administration, or a related discipline. Equivalent professional experience will be considered in lieu of a degree.
Clearance Must be a U.S. citizen and be able to obtain a Public Trust clearance.
