Role Profile Job Title: Senior Project Manager Division/Function: Finance, Technology and Operations Reports to (job title): Head of ICT Project Management ***Closing Date for application 10 th June*** Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). This is a business-led programme, delivered in close collaboration with Business Function stakeholders and internal Technology teams, including Business Analysis, Development, and Testing. The programme operates across a diverse stakeholder landscape, with varying levels of seniority, experience of change, and differing priorities. As such, the role requires a highly experienced project manager with strong judgement, emotional intelligence, and the ability to bring structure and clarity to a complex delivery environment. A critical requirement of the role is the production of clear, accurate, and professional written outputs, including reports, communications, and governance artefacts, tailored appropriately for operational teams, senior management, and formal decision-making forums. This role requires excellent stakeholder management, strong programme leadership, and a structured approach to change and delivery. The Project Manager will be required to be onsite a minimum of three days per week. However, where project work requires, the resource must make themselves available onsite as and when required. Please note that any known or anticipated annual leave during the engagement period should be indicated in the tender response document. Principal Accountabilities Strategy Execution Programme Coordinate the planning and delivery of the Corporate Services Transformation Programme, ensuring alignment with agreed objectives, timelines, and internal standards. Develop and maintain an integrated programme plan, including milestones, dependencies, and critical path activities. Support leadership and workstream owners in identifying and prioritising transformation initiatives. Track and manage programme progress, risks, issues, assumptions, and dependencies. Coordinate programme documentation, delivery artefacts, and stakeholder communications. Governance and Reporting Establish and maintain a structured governance framework across all programme workstreams. Prepare high-quality programme status reports, dashboards, and briefing papers for different stakeholder audiences. Facilitate project boards, working groups, and senior stakeholder forums, including decision tracking and follow-through. Maintain clear audit trails and documentation to support assurance and internal review. Experience In order to be considered for this position candidates must have: Minimum 7 years' experience in project or programme management roles with responsibility for delivery across complex organisational settings. Significant experience delivering complex transformation programmes within large, structured organisations. Proven ability to manage delivery across internal Business Analysis, Development, and Testing teams. Strong background in programme planning, governance, reporting, and risk management. Demonstrated experience working with stakeholders across a wide range of seniority levels and change maturity. Specific experience in the following would be an advantage Proven experience in technology-enabled or digital transformation programmes. Experience delivering transformation initiatives within corporate services functions. Exposure to efficiency, automation, or process optimisation programmes. Experience working in regulated, audit-sensitive, or public-sector environments. Familiarity with structured delivery frameworks and internal assurance processes. Qualifications Primary degree preferably in a related discipline Formal project management qualification or certification is desirable; candidates actively pursuing a recognised project management qualification/certification will also be considered. Skills Leadership: Ability to direct, align, and coordinate cross-functional stakeholder groups toward shared objectives. Project Management: Skilled in planning, structuring, and managing complex delivery environments, including governance, risk, and reporting. Stakeholder Engagement: Excellent influencing and interpersonal skills with the ability to manage diverse stakeholder interests. Change Management: Proficient in supporting structured change processes and organisational adoption initiatives. Delivery Execution: Strong ability to coordinate delivery activities, track interdependencies, and maintain alignment with programme objectives. Written Communication & Reporting: Proven ability to adapt tone, language, and level of detail for different audiences, from delivery teams to senior leadership and governance forums. Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
