The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The System Administrator provides primary and secondary support for NCDHHS Microsoft Windows Server systems, virtual server environments, and related applications. The position delivers advanced technical support for all server environments and works closely with Server Specialists, Administrators, and Technicians to meet daily operational requirements. Work includes collaborating with technical teams on the design and implementation of solutions aligned with business processes and application needs. The Systems Administrator role ensures that implemented solutions follow required security standards and support high-availability and disaster recovery requirements for supported divisions. This position operates within the DHHS Information Technology Division to maintain stable, secure, and efficient enterprise server services. Key Duties Include: Administer Microsoft Windows Server environments, including DNS, DHCP, IIS, File/Print services, and Group Policy configurations. Troubleshoot system difficulties and perform installation, upgrading, tailoring, maintenance, and tuning of system software and utilities. Provide advanced technical support for virtual server environments, including VM provisioning, resource allocation, failover configuration, and snapshot management. Manage Active Directory operations such as user provisioning, OU maintenance, group policy creation, and password and domain trust administration. Monitor server and system performance to determine tuning and capacity requirements and adjust configurations as needed. Coordinate and test software changes and upgrades to minimize impact on user applications and operational processes. Install and tailor systems and communications software to meet performance and operating requirements. Implement and validate backup and recovery plans using Rubrik appliances to support disaster recovery and business continuity standards. Support the design and implementation of technical solutions in collaboration with Server Engineers, Specialists, and Administrators. Provide operational support for hardware and related system infrastructure to maintain high availability and security requirements. Salary Grade Range: $75,818.00 - $113,727.00
Recruitment Range: $75,818.00 - $83,000.00
Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Expert-level administration of Windows Server environments, demonstrated through hands-on management of DNS, DHCP, IIS, File/Print Services, and Group Policy configurations in enterprise settings. Advanced experience managing Active Directory operations, including user provisioning, OU structure maintenance, group policy creation, password policy configuration, and domain trust administration. High-proficiency maintenance of virtualization clusters, with demonstrated success performing VM provisioning, resource allocation, failover configuration, and snapshot management to meet high-availability requirements. Proven execution of backup and recovery procedures using Rubrik appliances, including performing and validating system restores to support disaster recovery and business continuity standards. Demonstrated intermediate-to-advanced skill in SQL Server administration, including installation, configuration, backup/restore operations, performance tuning, and security management.
