We’re looking for a Development Manager to oversee multiple squads, driving best practices in engineering, agile methodologies, and quality management. Our stack includes .NET, React/Angular, Java, AWS, SQL, MABL QA, and we specialize in legacy modernization (containerization to microservices). Role Overview As the Development Manager, you will lead multiple cross‑functional squads and serve as a key link between product engineering, customer delivery, and implementation. You’ll drive engineering excellence, ensure clear team alignment with roadmap goals, and partner closely with Product, Implementation, and Customer Success to ensure delivery predictability, quality execution, and scope clarity. A critical component of this role is enabling scalable, customer‑aligned development practices and ensuring technology supports Civix’s mission‑critical public sector commitments.
Key Responsibilities
Manage, mentor, and grow multiple development squads, including developers, technical leads, and QA professionals.
Oversee individual and team performance through regular feedback, goal setting, and career development plans.
Provide strong leadership skills to drive performance and translate organizational goals into action.
Maintain and advocate for coding standards, design patterns, and modern software engineering practices (SOLID principles, secure coding, microservices).
Provide guidance on .NET Framework/Core development, React/Angular front‑end solutions, and SQL‑backed data models.
Implement and refine Agile methodologies (Scrum/Kanban) to ensure on‑time, high‑quality releases.
Partner with QA teams to incorporate MABL or similar automated testing tools, ensuring continuous integration and delivery (CI/CD).
Lead cloud adoption strategies (AWS preferred), including containerization, microservices, and Infrastructure as Code (CloudFormation).
Champion initiatives to modernize legacy .NET applications, optimizing performance, scalability, and maintainability.
Collaborate with InfoSec to ensure FedRAMP, SOC II, and other regulatory/compliance requirements are met.
Drive secure coding practices aligned with government‑focused environments.
Act as a primary engineering liaison across Product, Customer Success, and Implementation to align feature development with delivery readiness.
Validate technical feasibility and timing for roadmap items through active interlock meetings and backlog refinement.
Translate customer‑driven implementation timelines and post‑sales support realities into actionable, well‑scoped plans.
Drive shared accountability across engineering and non‑engineering functions to improve clarity on dependencies and delivery goals.
Utilize Azure DevOps dashboards and other tools to track team velocity, code quality, and project health.
Provide regular updates to stakeholders and executives on project status, risks, and outcomes.
Qualifications
Education & Experience: 5+ years of management or leadership experience overseeing multiple squads/teams in a software development environment; Bachelor’s degree in Computer Science, Engineering, or related field (or equivalent experience).
Technical Expertise: Strong background in .NET Framework/Core and Java; experience with React/Angular front‑end technologies, SQL databases, and containerized applications; familiarity with AWS (EC2, S3, RDS, CloudFormation) and microservices architecture.
GovTech & Compliance: Exposure to GovTech or highly regulated industries with FedRAMP, SOC II, or CJIS compliance.
Agile & DevOps Proficiency: Demonstrated success implementing Agile processes, automated testing (MABL, Selenium, etc.), CI/CD pipelines, and using Azure DevOps.
Leadership & Communication: Proven ability to mentor and motivate distributed, remote teams; excellent written/verbal communication skills and effective cross‑department collaboration.
Legacy Modernization: Hands‑on experience or managerial oversight in modernizing legacy .NET applications from monolithic to microservices and container‑based architectures.
Customer‑Driven Delivery Insight: Experience in a customer delivery‑focused organization, translating high‑level product objectives into deliverables that consider real‑world constraints.
Interdepartmental Coordination: Strong history of collaborating with PMs, CS leaders, and technical delivery teams to align priorities and unblock execution.
