The purpose of this position to serve as the CARE Team's Program Facilitator.  This is accomplished by administering grants; negotiating and maintaining interlocal agreements with partner organizations; coordinating program services; collaborating with participating agencies; and developing and overseeing budgets.?Other duties include maintaining records and reports; developing and preparing information and correspondence; and coordinating efforts with CARE Coordinators and other staff members.
* Serves as the primary administrative and community point of contact for the CARE Team program, ensuring effective outreach, education, and coordination with internal and external stakeholders.
* Develops, coordinates, and facilitates training sessions for first responders (police, fire and dispatch personnel), and community partners on behavioral health crisis response, social services, and available community resources.
* Creates and distributes educational materials to inform public on topics including mental health, homelessness, crisis intervention, and access to social services;
* Represents the program at community meetings town halls, public safety forums and stakeholder events to increase awareness and understanding of CARE Team services.
* Plans, organizes, and executes public outreach initiatives, workshops, and events to connect residents with available support services.
* Establishes, maintains, and strengthens collaborative relationships with local law enforcement agencies, fire departments, 911 dispatch, shelters, behavioral health providers, and social service organizations to promote referrals and coordinated service delivery.
*  Monitors and identifies state and federal grants funding to support program sustainability and administers grants by complying with all document requirements; reporting financial information; developing tracking mechanisms; ensuring the integrity of all reporting statistics; maintaining required documentation; seeking and preparing grant applications and budget requests; and completing reports.   
* Develops partnerships by negotiating operating agreements; outlining service expectations and determining financial contributions.
* Manage recruitment of volunteers and interns; and researching information on resources and service delivery methods.
* Maintain regular communication with City leaders, City programs, interlocal agreement partners and community agencies to ensure program alignment.
* Maintains program accountability by preparing and presenting reports to partners and granting agencies on program impact and service outcomes to City leadership/council as requested.
* Advocate for City policy improvement that enhances the team's ability to serve the community participate in budget preparation; research and report trends; develop and maintain databases; maintain current demographics; and research trends on targeted groups. 
* Secures resources to support operations by partnering with other agencies; managing and coordinating activities, policies, and procedures of the teams working in each partner community; and
* Performs other assigned duties.
* Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Psychology, Sociology, Social Work, or related field, with Master's Degree preferred.
* Five (5) years of related work experience in supervision, grant administration, and working with a regional board or similar policy body, including working with mental or public health administration; experience working in public safety or health related studies preferred.
* Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) preferred.
* Experience working with public safety or health related studies preferred.
* Valid Texas Driver's License with good driving record.
* Knowledge of grant administration and budgeting
* Knowledge of generally accepted administrative procedures and practices
* Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products   
* Skill in the creation, analysis and presentation of statistical data
* Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
* Ability to organize and manage effective teams
* Ability to work self-sufficiently in a fast-paced environment, with skill and attention to detail
* Ability to read, analyze and interpret complex materials, budgets and related documents
* Ability to establish and maintain working relationships with City administration, other employees, and the general public.
