Definition
Under general supervision, to perform a wide variety of technical, administrative, specialized program and analytical support duties; recruitment and selection coordination, benefits administration, classification and compensation support, HRIS and personnel records maintenance, training coordination, payroll processing support, fiscal and budget support, and leave of absence tracking; to perform complex administrative and technical duties in support of department operations, information gathering, information preparation, and public relations assignments; provides professional customer service to employees, retirees, applicants, and the public; and to do related work as required.
Examples of Important and Essential Duties
(The following is used as a partial description and is not restrictive as to duties required.)
Serves as primary administrative staff support and fiscal support for the Human Resources Department; coordinates and supports County recruitment and selection processes including drafting job postings, screening applications, scheduling interviews, and corresponding with applicants; provides front-line assistance by maintaining the office phone lines and emails, general support to employees, supervisors, and the public regarding human resources policies, procedures, and other general inquiries; may assist with benefits administration, including enrollments, COBRA, retirement, death claims, and coordination with benefit providers, as needed; assists in maintaining and updating classification and compensation data; compile information and prepare reports related to position studies and salary comparisons; processes personnel actions including new hire onboarding, status changes, terminations, and offboarding procedures; assists in the development, implementation, and communication of County policies and procedures; may assist with tracking and monitoring employee leaves of absence, including FCML/FMLA/CFRA, workers' compensation, and ADA accommodations; maintains HRIS and personnel records to ensure accuracy and compliance with state and federal laws; provides fiscal duties by preparing and processing payroll documents and verifying personnel/payroll actions, processing daily deposits, submission of invoice claims and journal entries to the Auditor's office, and Budget development, tracking, and maintenance; performs administrative duties including preparation of correspondence, agendas, reports, and presentations, including preparing various reports, presentations, and data for the bi-monthly Board of Supervisors meetings; coordinates and supports employee training, onboarding orientations, and recognition programs; maintains filing systems, employee databases, and confidential personnel records; assists with data collection and reporting related to Equal Employment Opportunity (EEO), ADA, and other compliance programs; supports labor relations activities by maintaining documentation and assisting with data analysis related to bargaining; performs other duties as required in support of departmental functions.
Minimum Qualifications
Knowledge of:
- Policies, procedures, and functions of the County Personnel System.
- General knowledge of principles and practices of human resources administration including recruitment, benefits, and classification.
- Good public relations techniques.
- County and department policies, rules, and administrative procedures.
- Employment laws, including EEO, ADA, FMLA, and labor relations.
- Payroll and personnel transaction processes.
- Budget development and control.
- Purchasing methods and procedures.
