**Description**
**Job Purpose:**
The Payroll Manager leads the success of the payroll departments for CFI, enacting policy and procedure to ensure efficiency, accuracy, and optimal performance for payroll operations, including providing exceptional service to CFI programs, employees, vendors, consultants, and other business partners. The Payroll Manager works together with a diverse team to ensure timely and accurate tax filings and payments, and creates, compiles, and analyzes departmental metrics to identify trends and opportunities to drive effective performance results.

+ Manage end-to-end payroll processing for all employees, ensuring accuracy, timeliness, and compliance with all applicable taxing authorities.
+ Responsible for timely and accurate reporting of all quarterly and annual tax filings.
+ Manage all unemployment processes and charges.
+ Manages 403(b) retirement plan, including, annual 403(b) non-discrimination testing process and annual audit, including coordination with record keeper, TPA, and auditors.
+ Maintains and recommends improvements in the agency payroll programs to ensure compliance with IRS, WHD, DOL, and state regulations.
+ Maintains in-depth knowledge and expertise in payroll compliance and delivery services.
+ Oversee the updating and maintenance of the payroll, time and attendance, accrual modules in HRIS; partners with HRIS in the PAF processing and approval procedure.
+ Responds to questions, provides data for decision-making, and provides advice and counsel to leaders regarding payroll practices and policy.
+ Oversee and manage employment verification requirements agency wide.
+ Other duties as assigned.
**Supervisory Responsibilities:**
+ Performs human resources responsibilities for employees which include onboarding, training, coaching on performance, completes performance reviews and overall employee morale. Recommends hiring, terminations, compensation changes, promotions, corrective action decisions and terminations. Reviews and approves accurate report of time.
+ Responsible for ensuring that personal actions, and actions of employees supervised, comply with the policies, regulations, and laws applicable to the program funders, contracts, and CFI business.
+ Directs the daily operations of payroll departments, coordinates resources, and sets priorities for the team to ensure task completion.
+ Direct departments' workflow ensuring workloads are balanced and coordinate/adjust assignmentsto meet deadlines.
**Qualifications**
**Required Education, Experience, Certifications, Licensure and Credentials:** _(Where appropriate,_ _education and/or experience may be substituted)_
**Minimum Required Education:** Bachelor's degree in related field or an equivalent combination of education and experience.
**Minimum Required Experience:** Five or more years management experience leading a team. Previous experience and understanding of payroll processes, payroll tax reporting, and retirement plan administration.
**Required License/Certification/Registration** : Certified Payroll Professional certification, preferred.

**Physical Requirements, Visual Acuity, and Work Conditions:**
**Physical Requirements:** Success requires effectively communicating complex thoughts and directions over the telephone, by computer, and in person. The hours of work will generally be during regular business hours and average at least 40 hours a week.
**Visual Acuity:** The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal.
**Working Conditions:** Work is performed largely in a fast paced, and at times stressful, office environment utilizing various office equipment including, but not limited to, a personal computer, copy machine, fax machine, mail machine, and multi-line phone. Work can be performed through a hybrid of on-site and remote locations with Director or VP approval and in consideration of business needs. The work environment could include some traveling outside of the immediate service area.
