*Experience:*
* _*Three (3) years*_ of demonstrated experience in _*program management for Acquisition Category (ACAT) programs *_and non-ACAT programs. *Preferred*: _*Five (5) or more years of ACAT-level acquisition program management*_ experience within DoD, with emphasis on IT modernization and ERP transformation programs

*Skills and Technologies:*
* *IT Acquisition Lifecycle – *direct experience with the Information Technology Acquisition Lifecycle process and management of acquisition milestones
* *Documentation – *Proven experience with managing, reviewing, and analyzing a variety of source and acquisition documentation.
* *Agile Methodology – *Demonstrated experience operating in a team-based Agile/Scrum environment – including sprint planning, backlog management, and iterative delivery
*Key Responsibilities*
The Program Acquisition Manager will serve as a Key Personnel member of a PMO Support Services task Team, leading a contractor IT Acquisition process team within an Agile management framework. Specific responsibilities include, but are not limited to:
* *Lead the IT Acquisition process team* to improve efficiency and effectiveness across all acquisition lifecycle activities, leveraging Agile ceremonies (sprint planning, daily stand-ups, retrospectives) to accelerate milestone achievement.
* *Manage ACAT and non-ACAT program acquisition* milestones within an iterative, Scrum-based delivery cadence; ensure all Defense Acquisition System Policy requirements are met on schedule.
* *Develop and maintain Defense Acquisition System Policy POAM / Integrated Master Schedule (IMS)* with weekly updates, coordinating across program managers, project managers, and system developers.
* *Support SAP and S/4 HANA ERP Transformation* by coordinating acquisition documentation for the migration of existing DLA ERP systems—including integration with Warehouse Management System (WMS), Enterprise Business System (EBS), Enterprise Data Warehouse (EDW), Governance Risk and Compliance (GRC), and Federal Logistics Information System (FLIS)—in cloud and on-premise environments.
* *Author, review, and coordinate Acquisition Program documentation* including: Technical Refresh Management Plan (TRMP), Capability Requirements Document, Capability Implementation Plan (CIP), Analysis of Alternatives, Acquisition Strategy, Clinger-Cohen Act Compliance documentation, Risk Management Plan, Capability Support Plan (CSP), and Acquisition Decision Memoranda.
* *Apply the Software Acquisition Pathway methodology* through iterative development of strategies and estimates, aligning with the Technical Refresh Management Plan's hybrid approach for continuous delivery.
* *Collaborate within the Agile environment* by working with Product Owners to translate high-level requirements into user stories, prioritize Product Backlogs, define acceptance criteria, and manage release plans .
* *Support Programming, Planning, Budgeting, and Execution (PPBE) processes*; provide cost analyses, Economic Analyses, Lifecycle Cost (LCC) estimates, Program Office Estimates (POE), and Acquisition Program Baseline maintenance.
* *Identify discrepancies, risks, and resource constraints*; collaborate with the Government Program Manager to develop mitigation strategies and recommend courses of action.
* *Manage and track collection, input, and processing of data *received from customers and technical contacts; ensure efficient flow of information for Defense Acquisition Executive Summary (DAES) reporting.
* *Prepare Acquisition Decision Memoranda* to obtain Milestone Decision Authority (MDA) approval through each lifecycle phase (Authority to Proceed, Limited Deployment, Full Operational Testing, Capability Acceptance).
* *Ensure compliance *with DoD Instruction 5000.75, Defense Acquisition Guidebook, Clinger-Cohen Act of 1996, CMMI guidelines, and all applicable DLA policies, standards, and regulations.
* *Support IT Audit Readiness Management* using OSD FIAR Guidance; coordinate corrective action plans and A-123/SSAE18 independent audit engagements.
* *Utilize Microsoft Office Suite*, SAP systems, SNAP-IT, and associated DoD budget tools (IT-1, IT 300s, IT Capital Justifications – 9bs) for documentation and reporting.
* *Communicate project status* through Change Management meetings, Integrated Product Teams (IPTs), In Progress Reviews (IPRs), and stakeholder briefings.
*Preferred/Desired Qualifications*
* Five (5) or more years of ACAT-level acquisition program management experience within DoD, with emphasis on IT modernization and ERP transformation programs
* Direct experience with *the Defense Logistics Agency (DLA*) or DLA J6 Information Operations environment
* Demonstrated proficiency with SAP ERP systems, S/4 HANA migration planning, and Enterprise Business System (EBS) operations
* Experience with the *Software Acquisition Pathway* (DoDI 5000.87) and iterative acquisition documentation development
* Advanced Agile certifications such as SAFe® Program Consultant (SPC), SAFe® Agilist (SA), or PMI Agile Certified Practitioner (PMI-ACP)
* Experience developing and managing Integrated Master Schedules (IMS) and Work Breakdown Structures (WBS) for complex DoD programs
* Familiarity with NIST 800-37 Risk Management Framework (RMF) and cybersecurity accreditation processes
* Experience with PPBE processes, lifecycle cost estimation, and budget execution within the DoD environment
* Knowledge of Capability Maturity Model Integration (CMMI) guidelines and their application to DoD IT programs
* Strong written and oral communication skills; experience preparing executive-level briefings and decision memoranda for senior military and civilian leadership
