We are looking for a BPR Business Analyst to support enterprise-wide business process reengineering initiatives by analyzing, documenting, and redesigning processes to improve efficiency, service delivery, compliance, and cost effectiveness. This position will be a full-time, contract role and is onsite in Middletown, PA.
What You’ll Do
Analyze current state (“as-is”) business processes across multiple functional areas including tolling operations, finance, procurement, maintenance, customer service, and enterprise systems
Facilitate process mapping and documentation using industry-standard methodologies such as BPMN
Identify inefficiencies, risks, redundancies, and compliance gaps within existing processes
Design optimized future state (“to-be”) processes aligned with organizational goals and modernization initiatives
Develop business cases, cost/benefit analyses, and impact assessments for proposed process improvements
Collaborate with internal stakeholders including operational leaders, subject matter experts, IT teams, and vendors
Facilitate workshops, working sessions, and interviews to gather requirements and validate process designs
Serve as a liaison between business users and technical teams during system implementations and upgrades
Elicit, analyze, and document business, functional, and non-functional requirements
Produce clear documentation including process flows, use cases, SOPs, gap analyses, and traceability matrices
Ensure requirements align with regulatory, audit, and public sector compliance standards
Support change management initiatives related to process and system transformations
Assist with user acceptance testing (UAT), training development, and transition planning
Measure post-implementation outcomes and support continuous improvement efforts
What You’ll Need
Required:
Bachelor’s degree in Business Administration, Information Systems, Public Administration, Industrial Engineering, or a related field
3–5+ years of experience as a Business Analyst, Process Analyst, or BPR Analyst
Experience with business process modeling, reengineering, or continuous improvement initiatives
Strong analytical, facilitation, and documentation skills
Experience working with cross-functional teams in complex organizations
Proficiency with process mapping tools such as Visio, Lucidchart, or equivalent
Excellent written and verbal communication skills
Preferred:
Experience working in government, transportation, tolling, utilities, or large public sector environments
Familiarity with enterprise systems such as ERP, asset management, or customer service platforms
Knowledge of Lean, Six Sigma, or other process improvement methodologies
Relevant certifications such as CBAP, CCBA, or Lean Six Sigma
Experience supporting IT modernization or digital transformation initiatives
Physical Demands
Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings
Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$80 - $85 per hourThe pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
