I. Program Overview Program Description This program supports the Air Force Element of the Intelligence Community (AF IC) Chief Information Officer (CIO), Chief Data Officer (CDO), Authorizing Official (AO), and Chief Technology Officer (CTO) in governing, managing, and advancing the AF IC Information Environment across the full spectrum of Intelligence, Surveillance, and Reconnaissance (ISR) operations. The effort supports the AF ISR Digital Infrastructure Transformation by providing professional management, systems engineering, technical assistance, data strategy support, and execution support across governance, strategic planning, enterprise architecture, capability portfolio management, performance and risk management, cybersecurity, cloud, networks, data and analytics, automation, and mission integration. The program is designed to help the Government synchronize people, processes, and technology to deliver software-defined capabilities at the speed and scale required to support Air and Space Force intelligence operations.
Program Objective The objective of this program is to provide integrated technical, operational, and analytical support that enables the AF IC CIO/CDO/AO/CTO enterprise to modernize and sustain the AF IC Information Environment, improve enterprise data posture, strengthen data architecture and governance, enhance data-driven decision support, and accelerate delivery of digital infrastructure capabilities aligned to mission and strategic priorities. Success is measured by effective support to enterprise data initiatives, improved visibility and structure across data assets and architectures, stronger technical alignment between mission requirements and data capabilities, and the ability to help the Government execute data modernization and analytics efforts across the enterprise.
Program Scope Includes technical support for enterprise data management, data architecture, data governance, data maturity assessment, data mapping, cataloging, data standards, metadata support, data-sharing platform design, analytics support, workflow analysis, and related mission and enterprise data efforts in support of AF IC CIO/CDO/AO/CTO responsibilities. The program also supports broader enterprise transformation activities across ISR digital infrastructure, including coordination related to cybersecurity, risk management, enterprise services, identity and access management, collaboration, networks, hybrid and multi-cloud capabilities, DevSecOps, automation, and emerging technologies. Contractor support may take the form of analyses, recommendations, architectural products, technical documentation, data models, briefings, plans, and other technical support services required to help the Government execute daily activities and strategic initiatives.
II. Position Overview The Senior Enterprise Data Engineer provides senior-level technical support for enterprise data-related efforts across the AF IC CDO mission environment. This role supports the design, assessment, organization, integration, and improvement of data capabilities needed to enable secure discovery, access, integration, management, and use of data across mission and enterprise environments.
The position focuses on translating mission and enterprise needs into practical data architecture, data management, and technical implementation support. The individual in this role helps bridge data strategy and operational execution by supporting enterprise data frameworks, architectural alignment, data lifecycle considerations, data integration approaches, metadata and cataloging efforts, and broader technical data modernization activities. This role is intended to be more technical than coordination-focused and should bring senior-level judgment, structured technical thinking, and the ability to support complex data-related efforts across multiple stakeholders.
The Senior Enterprise Data Engineer works with leadership, data stakeholders, engineers, architects, mission partners, analysts, and supporting teams to improve data visibility, quality, structure, accessibility, and mission usefulness across a fast-paced and evolving mission environment.

III. Key Responsibilities Enterprise Data Architecture and Systems Engineering
Provide senior-level technical support for enterprise data architecture, data systems integration, and data lifecycle considerations.
Help translate mission and business requirements into data management and technical requirements.
Support development and refinement of enterprise and operational data architectures aligned to mission needs and higher-level guidance.
Contribute to architectural products, technical diagrams, and data framework artifacts that improve visibility into how data is created, managed, shared, and used.
Support alignment between data-related technical efforts and broader enterprise architecture and modernization initiatives.
Data Management and Governance Support
Support activities related to enterprise data management, governance, standards, structure, and lifecycle oversight.
Assist in assessing current data processes, strengths, weaknesses, and organizational data practices.
Help define, organize, and improve data management approaches that support secure, consistent, and effective use of data as a strategic asset.
Contribute to efforts that strengthen data governance and promote better management of enterprise data assets.
Support alignment of data-related efforts with organizational priorities, mission needs, and higher-level direction.
Data Mapping, Cataloging, and Metadata Support
Support enterprise data mapping and technical depiction of end-to-end data flows and lifecycle interactions.
Assist with development and maintenance of data inventories, catalogs, metadata structures, and related artifacts.
Help improve visibility into key data assets, their relationships, and how they support mission and enterprise objectives.
Support technical approaches for data organization, discoverability, and usability across teams and stakeholders.
Contribute to data triage, modernization, and analytics enablement efforts through better data visibility and structure.
Data Integration and Platform Support
Support technical assessments of current data infrastructure, integration patterns, and platform capabilities.
Assist in identifying data gaps, pain points, and opportunities for improvement in how data is integrated, shared, and managed.
Contribute to conceptual and logical approaches for data-sharing environments, integration frameworks, and enterprise data support structures.
Help evaluate how technical architecture, platforms, and system dependencies affect data accessibility and mission effectiveness.
Support data-related technical planning tied to cloud, hybrid, or enterprise modernization environments.
Analytics, Data Maturity, and Technical Assessment Support
Support assessment of data capabilities, maturity, and readiness across mission and enterprise environments.
Help analyze current-state and target-state data conditions to support technical recommendations and roadmap development.
Contribute data-related findings, technical recommendations, and implementation support materials.
Support advanced analytics enablement through improved data structure, organization, and technical alignment.
Assist with technical support to data-driven decision-making efforts and enterprise data capability assessments.
Documentation, Technical Guidance, and Collaboration
Prepare and maintain technical documentation, diagrams, engineering notes, data architecture products, and support materials.
Provide technical input to briefings, issue papers, recommendations, and planning artifacts related to enterprise data efforts.
Collaborate with data leads, engineers, architects, mission partners, analysts, and stakeholders to support coordinated data modernization activities.
Help communicate technical data considerations clearly to both technical and non-technical stakeholders as appropriate.
Contribute to repeatable practices that improve technical consistency, documentation quality, and long-term maintainability.
IV. Minimum Qualifications Education Bachelor’s degree in data engineering, Computer Science, Information Systems, Information Technology, Systems Engineering, Data Science, Software Engineering, Mathematics, or a related STEM field, or equivalent combination of education and professional experience.
Experience
10+ years of experience in data engineering, data systems engineering, data architecture, data integration, enterprise data management, analytics enablement, or related technical fields.
Experience supporting technical data efforts in enterprise, mission, cloud, hybrid, or government environments.
Experience translating functional, business, or mission requirements into technical data or systems solutions.
Experience working with data structures, data architecture, integration, metadata, cataloging, or related enterprise data activities.
Experience in government, defense, intelligence, or other regulated environments is preferred.
V. Preferred Qualifications
Experience supporting Air Force, DoD, or Intelligence Community data environments
Experience with enterprise data architecture, data governance, metadata, cataloging, or data-sharing initiatives
Experience with cloud data environments, hybrid architectures, or enterprise modernization efforts
Experience supporting analytics enablement, data maturity assessments, or technical roadmap development
Familiarity with ontology, semantic data concepts, or enterprise data management frameworks
Ability to support technical data efforts in fast-paced, mission-driven environments
