Overview The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. Description Of Work North Carolina Early Childhood Integrated Data System (NC ECIDS) implemented activities for the modernization and enhancements to strengthen its early childhood data system. In collaboration with the Department of Information Technology (DIT) Enterprise Data Office (EDO), formerly the Government Data Analytics Center (GDAC), to modernize and expand NC ECIDS in reporting/visualization, data request platforms, new data source integration, and incorporation into the NC Longitudinal Data Service (NC LDS). The objective is to improve the system’s ability to generate information that supports North Carolina’s ability to track progress towards the Early Childhood Action Plan’s targets, address gaps in data to support quality, availability, access and collaboration for early childhood education programs and services and assist stakeholders and policymakers in early childhood education program planning and coordination.
Prior to the modernization there were 7 data sources integrated into NC ECIDS:
Infant Toddler Program – Early Intervention – IDEA, Part C
NC Pre-K
Subsidized Child Care
Special Education – IDEA Part B (619)
Food & Nutrition Services
Child Protective Services
Temporary Assistance for Needy Families
The initial NC ECIDS project scope was to integrate new data sources: Early Hearing Detection and Intervention (EHDI), Home Visiting Healthy Families America (HFA) and Nurse Family Partnership (NFP), and Head Start. Develop 3 standard/admin reports and Data Selector Tool for research requests. Update policies, procedures, and user manuals. Define and create data sharing agreements and legal agreements. Reconvene the Governance Council and participate in external committees. Increase the frequency of data, define workflows, data linkage and data validation process and decommission the server.
To continue modernization, NC ECIDS will complete the integration of Head Start, integrate new data sources, advance alignment with the NC DHHS Data Office, continue the expansion of Teaching Strategies projects, define processes for data quality, data mapping and infrastructure, expand data linkage and eScholar unique identifier process, gap analysis in data, and define data reports and analysis.
There are stakeholders from the NC DHHS Division of Child Development and Early Education (DCDEE), Child and Family Well-Being (DCFW), Division of Social Services (DSS), Data Office, Information Technology Department (ITD), and Client Services Data Warehouse (CSDW); Department of Public Instruction (DPI); DIT; NCLDS; universities, community organizations, external data councils, and engaging with other states.
This Senior Business/Data Analyst role will work with the business and other stakeholders to support the business process analysis. The project will be utilizing the agile and waterfall methodology.
Responsibilities
Develop a strong understanding of the functions, uses requirements for expansion of the NC ECIDS Modernization Effort, along with the overall data flow.
Identifying and documenting current and future state process workflows and data flows.
Develop documents such as: User Stories.
Develop Visio documents that may include but are not limited to entity relationship diagrams, data dictionaries, or system context diagrams and storage in Microsoft Preferred Solution with other documentation.
Modify, document, and review business requirements, functional requirements and technical specifications needed for project documents. Execute change control on approved documents.
Assist in performing functional and integrated testing, and data validation.
Prepare and maintain project documentation and artifacts including analysis, reports, and user documentation.
Work with project manager, developers, vendors, other agencies, NC DHHS Divisions, and end-users to ensure application designs meet business requirements.
Provide UAT support, including developing test case scenarios using DHHS methodology.
Support required system go-live activities.
Document gap analysis, trends and key performance indicators (KPIs).
Attend PMO meetings, vendor meetings, and end-user meetings.

Salary Grade Range: $56,772.00 - $85,159.00
Recruitment Range: $56,772.00 - $75,000.00

Demonstrated experience participating in the documentation of functional requirements for existing and new applications.
Strong written, communication skills and collaboration with team members, stakeholders, and Vendors.
Results-oriented with a strong work ethic and ability to demonstrate negotiation, proactive decisions, sound business judgment and problem-solving skills.
Understanding of Software Development Lifecycle (SDLC) concepts and processes including Agile practices and methodologies.
Proficiency in Microsoft Visio, Microsoft Office products, SharePoint, JIRA and Confluence.

Minimum Education And Experience Associate degree in Computer Science or an IT related field OR high school/GED with two years of technology experience OR an equivalent combination of education and experience.
