Responsibilities
Tell the program's operational story through analysis: translate complex findings into plain language, decision‑ready recommendations, and materials that support briefings, leadership updates, and cross‑agency coordination.
Build and maintain a small set of trusted program metrics, with clear definitions and documentation so results are consistent, explainable, and easy to use.
Identify where operations are slowing down or becoming inconsistent across locations or workflows, explain the drivers, and propose practical improvements that teams can implement.
Forecast volume and workload needs and translate those forecasts into planning inputs (for example: staffing needs, processing capacity, and timelines) that support responsible program expansion.
Evaluate the impact of operational or policy changes using sound methods that fit real‑world constraints, and explain what changed, why it mattered, and what should happen next.
Create simple, durable tools and recurring reports (for example: performance trackers, workload views, early‑warning indicators) that reduce manual work and help teams manage the program at scale.
Write efficient SQL to pull and combine data from multiple systems and develop reliable automated datasets that reduce one‑off reporting and improve data freshness.
Use Python and/or R to build reusable analytical workflows (for example: forecasting, anomaly detection, segmentation), with clear documentation of assumptions and limitations.

Hours/Shift: 35 Hrs./ Mon‑Fri / 9:00 AM - 5:00 PM
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Minimum Qualifications
For Assignment Level I: A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological and environmental science or in public health.
For Assignment Level II and above: Either (a) a doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full‑time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; (b) a master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full‑time research experience in the appropriate field of specialization; or (c) Education and/or experience which is equivalent to (a) or (b). All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in (b) above. Two years as a City Research Scientist Level I can be substituted for the experience required in (a) and (b) above.
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
Strong writing and presentation skills, including experience explaining quantitative work to non‑technical audiences and advocating for data‑informed recommendations.
Significant experience delivering applied analytics in complex operational or public‑facing environments, including framing questions, conducting analysis, and influencing decisions through clear communication.
Advanced SQL proficiency and experience working with large datasets from multiple sources, comfort navigating messy data and defining metrics that can be trusted.
Familiarity with transportation operations, street safety, enforcement programs, or Vision Zero‑oriented work is valued; experience in citywide stakeholder environments is a plus.
