(RALS) is seeking a forward-thinking, collaborative leader to join our team as the
Recorder's Office Administrator
(Administrator III). In this pivotal role, you'll help shape the future of the Recorder's Office by supporting strategic initiatives, driving operational improvements, and empowering staff development. As a key member of the management team, you'll partner closely with the Recording Operations Manager to
lead project planning
and

ABOUT RECORDS & LICENSING SERVICES (RALS)
Records and Licensing Services Division (RALS) - King County, Washington Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by RALS are mandated by state law and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities.
RALS is recognized as a leader in service excellence and is building an enduring legacy of continuous improvement and employee engagement throughout our organization providing services to the public that include: Archives Records Management and Mail Services Section; providing internal mail services and physical and electronic records management services to all county agencies. Regional Animal Services; Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs throughpublic and private sector partnerships. Recorder's Office Section; Providing prompt and accurate recording of documents , such as real estate deeds and mortgages, plats and surveys, as well as the preservation and producing copies of recorded documents . The Recorder's Office is responsible for collecting and dispersing real estate excise tax payments on the conveyance of real property in King County as well as recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies Licensing Section; Providing Vehicle and Vessel and For-Hire licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations. Vehicle and Vessel Licensing - King County, Washington The Licensing office is responsible for providing vehicle and vessel licensing services for King County and under contract with the Washington State Department of Licensing (DOL) as set forth in Revised Code of Washington (RCW) 46.01.140. The King County Licensing office subcontracts with 21 private business owners to deliver vehicle and vessel licensing services from location across King County. Taxi, For-Hire, and Transportation Network Company (TNC) Licensing - King County, Washington
The Licensing office ensures comprehensive oversight of the for-hire transportation industry which includes licensing (drivers, vehicles, dispatch agencies), code enforcement and regulatory measures. In partnership with the City of Seattle's Consumer Protection Division (CPD), the licensing office oversees the for-hire transportation industry in unincorporated areas of King County and extends its regulatory services through interlocal agreements to 16 municipalities and the Port of Seattle (specifically, Seattle-Tacoma International Airport). CPD regulates the for-hire transportation industry within Seattle city limits.
Job Duties
To be considered for this opportunity, you must demonstrate the ability to:
Partner closely with the Recording Operations Manager to support daily operations, guide strategic planning, and drive implementation of key initiatives. Proactively conduct root-cause analysis, develop mitigation strategies, and lead improvements grounded in Lean principles. Exercise sound judgment and make decisions beyond established guidelines while aligning with laws, policies, and division goals. Contribute to the full employee lifecycle, including recruitment, onboarding, training plans, coaching, performance management, corrective actions, recognition, and team-building efforts. Develop and track section-level metrics, perform data analysis, craft clear narratives, and present findings to internal and external partners. Learn and navigate complex systems, troubleshoot escalated technical issues, and resolve advanced customer inquiries. Lead, coordinate, or support process-improvement projects using Lean methodologies. Oversee facility and IT-related needs to ensure timely resolution and operational continuity. Champion Equity and Social Justice (ESJ) efforts, including accessibility initiatives within the section. Serve as the section's disposition authority for records management. Manage contracts, monitor compliance, and approve invoices. Provide support to the RALS Director's Office and collaborate with other division sections. Experience, Qualifications, Knowledge, Skills
Candidates must demonstrate the ability to:
Apply data analysis skills and confidently use office productivity tools, particularly Microsoft Office 365, with strong proficiency in Excel. Bring successful supervisory or management experience in public-facing operational environments. Navigate personnel management and human-resource principles with confidence and professionalism. Communicate clearly and effectively in both written and verbal formats. Develop and deliver engaging, informative presentations. Build strong working relationships through effective interpersonal skills, collaboration, and teamwork. Resolve conflicts, problem-solve, and negotiate solutions in potentially high-pressure situations. Learn and adapt to new systems that support customer service delivery. Desirable Qualifications
Familiarity with laws and codes related to document recording, property conveyance, and tax collection. Experience creating and maintaining Power BI queries, reports, and dashboards. Understanding of Washington State's legislative processes. Supplemental Information
Our selected candidate must pass a pre-employment criminal background check. This position is exempt, therefore not eligible for overtime.
