What You Will Do:  

In this role, you'll play a pivotal part in guiding construction projects from conception to completion, ensuring complete safety both on and off site. 

Your Key Responsibilities:  

  • Develop, implement, and lead health, safety, and environmental (HSE) programs, policies, and strategies to ensure compliance and drive performance across the firm. Once appointed as the Qualified Coordinator, the HSE Manager has the explicit authority to stop work, issue corrective actions, approve/reject subcontractor safety documentation, and escalate to senior management or client representatives as needed. 
  • Conduct regular safety and environmental audits, inspections, and risk assessments to identify and mitigate workplace hazards (physical, biological, chemical). Holaco uses a tiered system: project risk assessments, formal inspections, and FLHAs. All controls are to follow the hierarchical roles. 
  • Ensure compliance with all applicable federal, provincial, and municipal regulations and enforce internal safety standards on all construction sites. During high-risk operations, the HSE Manager will be on site for inspections, toolbox sessions, and start-ups. Outside these periods, the HSE manager will visit the site sporadically. 
  • Lead and support incident investigations, including workplace accidents, hazardous spills, complaints, and near misses; ensure proper documentation and follow-up. The HSE Manager leads investigations, defines root causes, and ensures regulatory notifications and corrective actions are completed and documented. 
  • Maintain accurate and organized safety records, including inspections, incidents, training, and near-miss reports. 
  • Serve as Safety Committee Chairperson, facilitating communication and collaboration between field staff, leadership, and subcontractors on safety matters. 
  • Collaborate with project teams to implement corrective actions and ensure ongoing hazard mitigation and compliance. Before mobilization on a site, the HSE manager drafts and approves the PSSP, including project risk profile, phase-by-phase hazards, controls, training matrix, communication plan, traffic/public interface controls, emergency response, inspection calendar, and document control rules. 
  • Act as main point of contact for CSO interactions, managing expectations either directly or in a supervisory role. 
  • Identify and address subcontractor non-compliance with safety, health, and environmental standards. 
  • Collaborate with WCB specialists on claim management and return-to-work programs, ensuring a safe reintegration process. 
  • Provide consultation and deliver training to employers and employees on workplace safety and, where relevant, environmental protection. 
  • Monitor and manage fleet vehicle and equipment safety, ensuring they are all maintained and in safe working condition. 
  • Deliver, coordinate, and monitor safety training, onboarding orientations, toolbox talks, and certification programs for employees and subcontractors. 
  • Support HR with onboarding, orientations, and training of new employees, and assist in mentoring or training future staff. 
  • Prepare and deliver regular HSE performance reports (e.g., quarterly reports) to executives, including metrics, trends, and strategic recommendations. 
  • Liaise with clients and executives to build strong relationships and meet client-specific safety form and request requirements. 
  • Always demonstrate professionalism, arriving punctually, maintaining a calm demeanor, and treating all individuals with respect—especially when working with clients experiencing physical or mental challenges. 
  • Assist with preliminary project-specific safety breakdowns during tendering stage if required by RFPQ’s.

  • NCSO certification  
  • Experience in a Safety Management position for at least 3 years 
  • CRSP certified  
  • 3-5 years in the construction industry 
  • Clear understanding of safety regulations within institutional, commercial, civil, and healthcare spaces 
  • Infection Control 

Your Skills:  

Construction Safety Expertise and Regulatory Compliance:  In this role, deep knowledge of construction safety practices, standards, and codes is essential. You'll apply your NCSO and CRSP certifications, along with experience in institutional, commercial, civil, and healthcare construction, to ensure all operations meet or exceed regulatory requirements. Your understanding of hazard identification, site inspections, and risk management enables you to proactively address safety concerns and maintain a compliant, secure work environment. 

Leadership and Team Coordination:  As a safety leader, you'll motivate and support multidisciplinary teams—field crews, subcontractors, project managers, and executives—to build a culture of safety excellence. You’ll lead safety committees, mentor junior staff, and manage daily NCSO interactions. Your leadership ensures seamless communication, accountability, and alignment with organizational safety goals across all project sites 

Training, Communication, and Culture Development:  Effective communication and training delivery are key to building a safety-first mindset. You’ll develop and implement onboarding programs, toolbox talks, and ongoing training sessions, ensuring that employees and subcontractors understand safety protocols and expectations. Through clear documentation and approachable communication, you foster a culture of awareness, participation, and continuous improvement. 

Incident Response, Investigation, and Continuous Improvement:  This role requires strong analytical and problem-solving skills to respond to incidents, conduct thorough investigations, and implement corrective actions. You’ll manage reporting for near-misses, injuries, spills, and complaints, using these events as learning opportunities to strengthen procedures and prevent recurrence. Your attention to detail and commitment to continuous improvement drive operational safety performance. 

Strategic Planning and Stakeholder Engagement:  Beyond day-to-day site safety, you'll play a key role in shaping organizational safety strategy. You’ll collaborate with executives to report on HSE performance, identify trends, and propose improvements. Whether managing WCB claims, ensuring fleet safety, or responding to client safety requirements, you act as a trusted advisor, building strong partnerships with internal teams and external stakeholders.
