Position Description & Qualifications Are you ready to take on a challenging and rewarding role supporting projects for the US Navy? Serco has an exceptional opportunity for a Senior Applications Systems Analyst. This position is based at the Washington Navy Yard in Washington, D.C., where you will play a critical role in assisting SEA 05 with project support for Technical Warrant Holders and their engineering technical pyramids, ensuring alignment with NAVSEA policies and procedures. In this role, you will: Support manpower assessments to align the workforce with Navy operational needs and technical allowances.
Conduct thorough analyses to validate personnel allocations in support of strategic objectives.
Identify and mitigate manpower risks, recommending strategic changes to manpower policies and practices.
Develop and support System Manpower, Personnel, and Training Policy Requirements.
Estimate fiscal requirements and schedules to meet engineering team/integrated product team demands.
Perform cross-ship/system boundary analyses using a human-centered design approach to enhance performance and mission achievement.
Ensure all products from engineering teams/IPTs are integrated and consistent within the collaborative framework.
Manage document tracking, regularly updating and reporting related metrics.
Assist engineers with document revisions, providing justifications for compliance-related changes.
Facilitate information processing across various ship design projects, managing data entry, movement, configuration, and approval.
Create visualizations illustrating the PEO-IWS Workforce, identifying risks and providing recommendations for optimal staffing alignment.
Offer process improvement recommendations to enhance organizational effectiveness.
Evaluate and propose adjustments to support duties and team structures for better service delivery.
Develop reporting requirements for recurring manpower data analysis and workforce dashboards.
To be successful in this role, you will need: Active or current DoD Secret clearance.
US Citizenship.
Bachelor's Degree or equivalent experience: an Associate's Degree with 2 years of additional experience, or a High School Diploma/GED with 4 years of additional experience may be considered.
8 years of experience in relevant fields.
Proven background in NAVSEA System Manpower, Personnel, and Training Policy Requirements.
Experience with Navy manpower assessments and process improvements.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Outlook).
Ability to work on a hybrid schedule (3-4 days in the office and 1-2 days from home).
Willingness to travel up to 10% of the time.
