Role Overview The Department of Community and Economic Development is seeking a Data Engineer to support the Pennsylvania Broadband Development Authority. This role will lead performance management, analytics, and reporting efforts for broadband programs by designing, maintaining, and improving the office's data infrastructure. The position supports program, financial, geographic, and performance reporting needs across multiple initiatives.
Primary Responsibilities Lead development, maintenance, and governance of data systems supporting broadband programs Design and manage data models, schemas, and workflows to improve consistency, accuracy, and reliability Establish data standards, definitions, and quality controls for internal operations and external reporting Integrate data from multiple systems into centralized and usable formats Maintain and enhance Power BI dashboards and reports for program status, performance metrics, financial activity, and geographic coverage Write, optimize, and maintain SQL queries for extraction, transformation, and analysis Support reporting for leadership, board, legislative, and federal stakeholders Oversee publishing, access controls, and lifecycle management of analytics products Help define performance measures and key indicators for broadband infrastructure programs Produce internal and public-facing reports, dashboards, and visualizations Assist with federal and state reporting related to monitoring, compliance, and outcomes Collaborate with GIS staff and contractors to align tabular and geographic datasets Support integration of GIS outputs into dashboards, reports, and data products Prepare briefings, presentations, and summaries for executive leadership and external stakeholders Required Technical Skills
Advanced SQL experience Intermediate Power BI experience Intermediate data modeling experience Intermediate data integration experience Strong communication and stakeholder-facing reporting skills Comfort working with diverse datasets across operational, financial, and performance domains Preferred Qualifications
Preferred experience with DAX optimization Preferred familiarity with GIS concepts, spatial data structures, and mapping requirements Preferred understanding of data governance concepts Preferred experience supporting federal reporting requirements Preferred exposure to advanced GIS capabilities, advanced Power BI administration, or programming languages
