SUMMARY To plan, organize, manage, and coordinate the information technology (electronic data processing, telecommunications and networking) functions of the City; to manage and coordinate the activities of programming, systems analysis, and operations staff; and to facilitate effective communications between users and Information Services contractors.
DISTINGUISHING CHARACTERISTICS: Employees in this job class exercise supervision over contractors or vendors. This job class requires a comprehensive knowledge of the principles and practices of electronic data processing and its uses in local government applications. This job class functions at a first level management level.
SUPERVISION RECEIVED AND EXERCISED : Receives administrative direction from the Finance Director. Exercises direct supervision over contractors and vendors. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Duties may include, but are not limited to, the following: Manages all City information technology operations, recommends strategic priorities, service levels, and performance standards aligned with organizational goals. Administers the City's network infrastructure (LAN/WAN), servers, cloud systems, enterprise applications, telecommunications, GIS, and payroll system support. Oversees system performance, lifecycle management, and implementation of cost-effective technology solutions. Serves as liaison to City departments to assess needs, prioritize initiatives, and ensure reliable, responsive IT service delivery. Advises executive leadership on technology planning, risk management, and resource allocation. Develops and enforces cybersecurity, disaster recovery, and data protection protocols to safeguard City systems and ensure operational continuity. Leads technology incident response efforts and ensures compliance with applicable federal, state, and local regulations. Directs troubleshooting and resolution of complex technical issues affecting operations. Manages IT support service contracts, contractors and other partnerships, to fostering accountability, collaboration, and high-performance service standards. Develops, implements, and maintains IT policies, procedures, and technical standards to promote security, efficiency, and regulatory compliance. Prepares and administers the IT division budget and manages procurement, contracts, and vendor performance. Oversees preparation of operational reports, maintains required records, and participates in interdepartmental and professional forums to remain current on industry best practices. Responds to emergency operational needs and supports City disaster preparedness, response, and recovery activities. Oversees IT equipment inventory, asset tracking, lifecycle replacement planning, maintenance, and cost-effective procurement of hardware and software. May manage, oversee, or coordinate City-wide software or technology implementation projects. May supervise information technology staff. Performs related duties similar to the above in scope and function as required. QUALIFICATIONS The following generally describes the knowledge and abilities required to enter the job and/or to be learned within a defined short period of time in order to successfully perform the assigned duties.
Knowledge:
Operating system architecture, characteristics, commands, and components applicable to Department computer platforms; Principles, practices, and methods of systems and network administration and maintenance, including procedures for establishing network connectivity; Basic principles and practices of troubleshooting and resolving technical issues. Enterprise IT operations software, including Active Directory, Group Policies, operations and automation software related to desktop, mobile device and peripheral management. Methods, principles, practices, and techniques for troubleshooting and determining the cause of server, network infrastructure, computer, and PC hardware problems and device errors and failures; Understanding of business application software, including Microsoft Office, Google Apps, departmental and business application software; Federal, state, and local laws, codes, and regulations pertaining to the use and disposal of computer hardware and software; Proper usage of the English language including spelling, punctuation, and grammar; Principles and practices of public sector administration, records management, and effective customer service practices; Developing, implementing, and monitoring goals, objectives, and work standards. Skills and Abilities:
Troubleshoot, diagnose, and resolve computer hardware and software problems and failures of varying difficulty efficiently and effectively; Obtain accurate and complete information from customers, in person and by telephone, to identify their needs and problems and develop responses and solutions; Understand and apply user system specifications in performing application and business process evaluation, design and enhancement. Coordinate projects and work as a member of a project team to complete assigned projects. Troubleshoot and diagnose systems problems and install fixes or make repairs in areas of responsibility; Communicate clearly and effectively, orally and in writing; Set priorities and organize work to complete project responsibilities efficiently and effectively; Read, interpret, explain, and apply technical information on business processes, software, and hardware to technical and non-technical users; Prepare clear and concise documentation, user procedures and systems documentation, reports of work performed, and other written materials; Make sound independent decisions within established guidelines; Understand and follow written and oral work instructions; Work collaboratively and effectively with project team members and end users; Use tact and diplomacy when dealing with sensitive, complex, and/or confidential issues and situations; Maintain confidentiality of highly sensitive information; Establish and maintain effective working relationships with end users, vendors and others encountered in the course of work; Respond to non-normal working hour emergency operational conditions; Exercise sound judgment and apply professional business ethics. MINIMUM QUALIFICATIONS Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent of graduation from a four-year college or university with a major in computer science, information systems, or a closely related field;
Experience : Four (4) years progressively responsible experience in system development and administration; and network infrastructures in an information system environment similar in size and complexity to that of the City, including serving in a lead or project coordinator capacity and two (2) years of progressively responsible experience as an IT Lead Technician, Specialist, or similar position.
License And Certificates:
CompTIA A+ Certification or Microsoft Certified Solutions Associate (MCSA). Microsoft Certified Professional (MCP) or Network+ Certificate preferred . Work is primarily performed in a standard office environment with moderate noise levels and controlled temperature conditions. The position requires frequent use of a personal computer and related software applications, telephone, copier, scanner, and other standard office equipment. Duties involve continuous sitting for extended periods, intermittent standing and walking, occasional bending, reaching, twisting, and fine manual dexterity for keyboarding and document handling. The incumbent must be able to lift and carry materials weighing up to 25 pounds. The position requires regular verbal and written communication, including extensive telephone and electronic communication, and may require attendance at evening meetings or travel to off-site meetings, conferences, or other City facilities.
Work may occasionally be performed outdoors at special events, or field locations, with exposure to sun, varying temperatures, wind, uneven surfaces, and other typical outdoor environmental conditions. The incumbent may also be exposed to moderately loud noise levels in field settings. The position requires frequent interaction with employees, members of the public, and other stakeholders, including individuals who may be experiencing stress or conflict, necessitating professionalism, composure, and effective interpersonal communication.
