Interim Cyber Security Manager
Location: London Contract: Interim Sector: Local Government
A leading London Local Authority is seeking an experienced Interim Cyber Security Manager to provide strategic leadership and oversight of cyber security across the council's technology landscape.
This is a key role responsible for protecting critical ICT infrastructure, safeguarding sensitive resident data, and ensuring the resilience of essential council services against evolving cyber threats.
Working closely with senior ICT leadership, external suppliers and government partners, you will lead the council's cyber security strategy, ensure compliance with national standards, and embed robust cyber governance across the organisation.
Key Responsibilities
Act as the strategic lead for cyber security across the Council, protecting ICT systems, resident data and digital services.
Lead cyber incident response and threat management, ensuring effective detection, reporting and remediation of security events.
Ensure all ICT systems and processes align with NCSC security guidance and best practice.
Manage and develop the Council's cyber security framework, working with both internal teams and outsourced service providers.
Maintain Public Services Network (PSN) compliance, including annual health checks, security assessments, breach response and remediation activities.
Oversee PCI-DSS compliance, including quarterly ASV scans, annual audits and submission requirements.
Work closely with the ICT Platform Manager, Service Delivery Managers and Enterprise Architect to embed security-by-design across all technology initiatives.
Participate in the Change Advisory Board (CAB) to ensure cyber risk is considered in all technology changes.
Provide leadership and direction to the Information Security Board (ISB).
Contribute to wider corporate and directorate initiatives, supporting business priorities and digital transformation programmes.
Build strong relationships with internal stakeholders, suppliers, government bodies and partner agencies to ensure coordinated cyber security governance.
Key Skills & Experience
Significant experience leading cyber security within complex public sector or enterprise environments.
Strong knowledge of cyber security frameworks, governance and risk management.
Experience maintaining compliance with PSN and PCI-DSS standards.
Demonstrable experience managing cyber incident response and security operations.
Experience working with outsourced ICT providers and multi-supplier environments.
Ability to influence senior stakeholders and embed cyber security culture across an organisation.
Strong understanding of NCSC guidance and UK public sector security standards.
