Job Description

IAA International is committed to delivering high quality, scalable, and innovative training solutions to support aviation safety, regulatory capability building, and organisational learning. The eLearning Developer will design, develop, and deliver engaging digital learning programmes for both internal, external and international stakeholders, ensuring that training meets regulatory, operational, and strategic needs.


Working collaboratively with subject matter experts (SMEs), training specialists, the role holder will create digital learning resources, including eLearning modules, multimedia content, assessments, and blended learning materials that are aligned with best practice instructional design principles and modern learning technologies.


This role supports IAA International’s mission to advance aviation excellence globally.


Requirements
Design & Development

  • Develop high quality eLearning modules using industry‑standard authoring tools (e.g., Articulate Storyline, Rise, Vyond)
  • Create multimedia learning assets such as videos, graphics, animations, and interactive exercises
  • Produce clear instructional scripts, scenarios, storyboards, and learning guides
  • Build blended learning solutions integrating eLearning, virtual classroom delivery, and digital resources

Instructional Design & Learning Science

  • Apply proven instructional design methodologies (e.g., ADDIE) and learning theories to ensure effective learning outcomes
  • Ensure accessibility and usability through UDL and UX principles, including captions, alternative text, and intuitive learning flows

Collaboration & Stakeholder Engagement

  • Work with SMEs across all IAA disciplines to gather insights and validate content
  • Partner with cross functional project teams and external stakeholders where required
  • Participate in international collaboration opportunities, including supporting training initiatives with overseas partners and networks

Learning Management System (LMS) Administration

  • Upload, configure, and manage eLearning content within IAA’s LMS
  • Ensure data accuracy, track learner progress, and generate analytics to inform training effectiveness

Evaluation & Quality Assurance

  • Conduct needs assessments and training evaluations to guide digital learning design
  • Test digital learning products to ensure functional accuracy, quality, learner usability and implement iterative improvements
  • Deliver evidence‑based recommendations for improving training programmes

Project & Performance Management

  • Manage multiple training development projects simultaneously, meeting strict timelines and quality standards
  • Report progress against key objectives, KPIs, and delivery milestones

Communication & Customer Service

  • Communicate learning opportunities, updates, and digital learning solutions clearly to internal and external stakeholders
  • Build strong working relationships across IAA International and partner organisations

Multimedia & Cognitive Load Alignment

  • Produce Videos, graphics, animations, interactive exercises
  • Compile clear scripts/storyboards

Skills and Qualifications

The successful candidate should have the following qualifications and skills:


Required

  • A relevant third‑level qualification in instructional design, education, technology‑enhanced learning, digital media, or a related discipline, or demonstrably equivalent professional experience
  • Minimum 2 year’s in a similar role
  • Proven experience in designing and developing eLearning or digital training programmes
  • Strong proficiency in authoring tools such as Articulate Storyline or Rise
  • Experience using Learning Management Systems
  • Strong written, communication, and visual design skills
  • Demonstrated ability to manage projects independently
  • Strong experience in stakeholder collaboration
  • Strong analytical skills
  • Excellent IT skills, especially in multimedia, presentation, and digital collaboration tools and including the full range of O365 is a prerequisite. Ability to familiarise and become proficient with specialist software is also required
  • Demonstrate a strong commitment to data protection, confidentiality, and ethical standards in training development
  • Flexibility to adapt to evolving organisational and international training needs with a continuous improvement mindset
  • Occasional travel may be required for international training delivery or collaboration
  • Experience in aviation, regulatory, safety, or technical training environments
  • Experience with generative AI learning tools and modern digital learning innovations
  • Experience developing or supporting EU or international training programmes
  • Qualification or experience in project management
  • Use of generative AI learning tools

SELECTION PROCESS
The Selection Process may include

  • Shortlisting of candidates, based on the information contained in their application.
  • A competitive preliminary interview which may include a presentation.
  • Psychometric testing.
  • Work sample/role play/media exercise, and any other tests or exercises that may be deemed appropriate.
  • A second competitive interview which may include a presentation.
  • Garda Vetting

Salary Range

The salary range for this role is €36,225 to €71,151.


Probationary Period

The position is subject to a probationary period of 6 months from the date of actual commencement and is subject to the provision of satisfactory performance during that period.


Hours of Attendance

Hours of attendance will be fixed from time to time but will amount to not less than 41 hours gross per week. The successful candidate will be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the working time regulations.


Annual Leave excluding public holidays is 23 days per annum rising to 24 days after 5 years’ service, 26 days after 10 years’ service, 27 days after 12 years’ service and 28 days after 15 years’ service.


Pension

The successful candidate will on date of joining become a member of the Irish Aviation Authority pension scheme details of which will be communicated to the successful candidate on offer of appointment.

Location

The IAA is based in the Times Building, 11-12 D'Olier Street, Dublin 2 near Trinity College. We are convenient to all Luas lines; several Dublin Bus routes and are about 5 minutes from Tara Street Railway Station. We are also just minutes from O’Connell Street and St. Stephen’s Green.


Hybrid working arrangements may be agreed in line with IAA Remote Working Policy.
