- Hold at least an ordinary bachelor's degree (level 7 or higher on the NFQ) in Engineering.
- Hold an ordinary bachelor's degree (level 7 or higher on the NFQ) and a postgraduate master's degree (level 9) in Engineering.
- Hold a master's degree (level 9) in Engineering obtained after completing an integrated master's level programme of at least 4 years duration accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally.
- Have at least five years satisfactory relevant engineering experience.
- Have at least 2 years of Road Safety/Design experience.
- Possess a high standard of technical training and experience.
- Possess a high standard of administrative experience.
- Have a satisfactory knowledge of public services organisations or the ability to acquire such knowledge.

- Problem‑solving skills.
- Excellent analytical skills for interpreting datasets to determine trends.
- Planning and organisational skills.
- Track record of delivering results.
- Ability to manage deadlines and handle multiple tasks.
- Strong ICT and presentation skills.
- Proficiency in MS Excel and Word.
