Position Overview
We are seeking an experienced Solutions Architect to join our Columbia, Maryland team. In this role, you will serve as a technical leader responsible for designing, developing, and implementing innovative solutions across our portfolio of public transportation contracts, including electronic tolling systems, CAD/AVL transit management platforms, fare collection systems, and Intelligent Transportation Systems (ITS). You will play a critical role in shaping technical responses to RFPs, standing up and maintaining technology labs, and guiding cross-functional teams through the full solution lifecycle.
This position supports our active contractual obligations with regional public-sector transportation clients, and requires a candidate with deep familiarity with transportation technology ecosystems, systems integration, and government contract environments.
Key Responsibilities
Solution Design & Architecture Design end-to-end technical solutions for public transportation systems including electronic tolling (E-ZPass®, AET, HOT/HOV lanes), CAD/AVL fleet management, fare collection, and traffic enforcement platforms. Develop scalable, reliable system architectures that meet client requirements, regulatory standards, and our contractual obligations. Define hardware and software integration strategies across onboard vehicle systems, field infrastructure, and back-office platforms. Evaluate emerging technologies such as connected and autonomous vehicle systems, AI-based enforcement analytics, and mobile payment platforms for incorporation into solution designs. RFP & Business Development Support
Lead and contribute to technical sections of RFP responses, ensuring proposed solutions align with client specifications and industry best practices. Collaborate with business development, program management, and engineering teams to craft compelling, technically sound proposals. Translate complex technical requirements into clear documentation, schematics, and presentations suitable for government clients. Maintain awareness of active and upcoming procurements from state and local public transportation agencies. Technical Lab Management
Establish and maintain technology testing labs to support bench technicians in the integration, validation, and quality assurance of transportation hardware and software. Define lab configurations that mirror production environments for CAD/AVL equipment, onboard vehicle systems, fare collection hardware, and ITS infrastructure. Develop and enforce lab standards, test protocols, documentation procedures, and lifecycle management practices. Oversee acceptance testing for OEM builds and new product installations, including redline documentation and post-deployment validation. Cross-Functional Collaboration & Client Engagement
Partner with project managers, field engineers, software developers, and operations teams to ensure seamless delivery of technical solutions. Serve as a technical liaison to public-sector clients, presenting architecture designs, integration plans, and system capabilities. Support inter-agency coordination with transit agencies, transportation authorities, and regional public safety departments. Participate in knowledge transfer, training sessions, and the development of technical documentation and knowledge bases. Cybersecurity & Continuity
Incorporate cybersecurity best practices into all solution designs, ensuring alignment with federal and state transportation security frameworks. Contribute to business continuity planning for mission-critical transportation infrastructure. Ensure all solutions comply with applicable standards including E-ZPass® Interagency Group (IAG) requirements, COMAR regulations, and FTA/FHWA guidelines. Required Qualifications
8+ years of experience in systems integration, solution architecture, or technology engineering within transportation, government technology, or a related field. Demonstrated experience with public transportation technologies, including CAD/AVL systems, fare collection systems, onboard vehicle systems, or electronic tolling infrastructure. Strong background in hardware and software solution design with hands-on experience in QA/QC, product validation, and OEM integration. Proven ability to support or lead technical RFP responses for government or public-sector clients. Experience establishing and managing technology labs or test environments. Proficiency in reading and producing technical documentation including system architectures, installation/maintenance manuals, and redline drawings. Familiarity with cybersecurity principles and practices as applied to operational technology environments. Excellent written and verbal communication skills with ability to present complex technical concepts to non-technical stakeholders. Ability to obtain and maintain required government security clearances. Preferred Qualifications
Prior experience in a director- or manager-level IT or technology role within a public transit agency, transportation authority, or DOT. Direct experience supporting state or regional transportation agencies. Knowledge of E-ZPass® systems, All Electronic Tolling (AET), or HOT/HOV lane enforcement technologies. Familiarity with Land Mobile Radio (LMR) infrastructure and agency-wide fiber networks. Experience with ERP/CRM systems and enterprise infrastructure refresh projects. Background in electronic engineering, nuclear power, or other advanced technical disciplines. PMP, ITIL, or relevant technical certifications. Prior experience at a transportation technology OEM or integrator (e.g., Xerox TMS, or comparable). Experience with 3D printing, prototyping, or specialty tool development for field operations.
