Position Title: Technical Project Manager
Location: Albany, NY (Hybrid – 50% Onsite Required)
Position Overview
We are seeking an experienced Technical Project Manager to lead and manage complex IT initiatives within a structured, governance-driven State Government environment. This is not a general IT project management role.
REQUIRED: Candidates must have direct, hands-on experience working on Integrated Eligibility Systems (IES) within a State Government agency.
The ideal candidate must have demonstrated experience supporting large-scale state eligibility systems such as Medicaid, SNAP, TANF, Child Welfare, or other public assistance platforms. Candidates must understand the regulatory, policy, and operational complexities of state-administered eligibility programs.
This role requires strong technical acumen, expert-level Microsoft Project scheduling skills, deep knowledge of SDLC methodologies, and the ability to communicate effectively with both technical teams and executive leadership.
Key Responsibilities
- Build, manage, and maintain comprehensive project schedules in Microsoft Project, including dependencies, critical path, milestones, and resource allocations
- Apply SDLC methodologies (Agile, Waterfall, Hybrid) across requirements, development, testing, and deployment phases
- Lead and support initiatives within a State Integrated Eligibility System (IES) environment
- Communicate technical concepts, system impacts, and project updates clearly to stakeholders at all levels
- Identify and manage project risks, issues, scope changes, and governance activities
- Prepare detailed status reports, dashboards, and executive-level briefings
- Partner closely with the Senior Program Manager to align timelines, priorities, deliverables, and strategic objectives
Required Qualifications (Mandatory)
- 7–10+ years of technical project management experience
- Direct experience working on Integrated Eligibility Systems (IES) for a State Government agency (Required)
- Experience supporting Medicaid, SNAP, TANF, or other state-administered public assistance eligibility systems
- Experience working within state governance structures and compliance environments
- Expert proficiency in Microsoft Project schedule creation and maintenance
- Strong understanding of SDLC frameworks and project governance practices
- Ability to collaborate effectively with senior leadership and cross-functional teams
Candidates without State Integrated Eligibility experience will not be considered.
Preferred Qualifications
- PMP, PMI-ACP, CSM, PRINCE2, or equivalent certification
- Experience supporting large-scale system modernization or legacy system replacement initiatives
- Experience working on Health & Human Services (HHS) projects
Work Arrangement
Hybrid schedule (50% onsite required)
Must be available to work onsite in Albany, NY
