We are seeking a Senior Advisor – Technical Specifications & Standards to support our growing team in Burnaby, BC. In this role, you will provide governance leadership and execution oversight for technical specifications and engineering standards across our water, wastewater, and broader utilities capital project portfolio.

While governance awareness is required, this position is fundamentally centered on technical specification writing, editing, modernization, and structured review management ; ensuring specifications are clear, enforceable, aligned to codes, and suitable for municipal capital project delivery.
This role supports a municipal client program and may require hybrid/on-site presence as required by the project team.
In This Role, You Will
- Lead the hands-on rewrite and refresh of technical specifications, guide specifications, and engineering design standards across utilities infrastructure (water, wastewater, civil, facilities, linear assets, mechanical/electrical systems).
- Rewrite and modernize Divisional specifications (including Div 1 / Div 2) and discipline-specific standards (structural, geotechnical, electrical, mechanical, civil, etc.).
- Develop, govern, and consistently apply a Rewrite vs. Refresh Decision Framework, determining when documents require full structural redevelopment versus targeted technical updates.
- Develop and maintain a comprehensive Specification Style Guide, including:
- Standard templates
- Enforceable “shall” language conventions
- Terminology controls
- Definitions and cross-referencing protocols
- Formatting and structural consistency standards
- Strengthen the technical guidance within specifications to improve clarity, constructability, completeness, and enforceability while ensuring alignment with applicable codes, standards, and owner requirements.
- Coordinate structured SME / Engineer-of-Record (EOR) review cycles, manage comment logs, facilitate resolution discussions, and drive documents through iterative updates to final issue.
- Develop standard clauses, modular content libraries, and reusable technical components to improve document consistency and increase modernization throughput across waves.
- Coordinate closely with the Senior Project Manager and Document Control function to:
- Maintain a clean and accurate document register
- Track review status and cycle metrics
- Support wave reporting and performance dashboards
- Ensure controlled publishing discipline
- Ensure compliance with document governance processes including version control, metadata integrity, review workflows, and final issue protocols.
- Provide advisory insight on continuous improvement opportunities while remaining accountable for high-quality technical outputs.
- 10+ years of direct experience writing and editing construction specifications and owner technical standards within utilities, heavy civil, or municipal infrastructure environments.
- Demonstrated experience producing enforceable specification language, including clear “shall” statements and structured compliance requirements.
- Extensive experience with construction specifications in divisional format, engineering standards, and owner-controlled technical manuals.
- Proven experience managing multi-stakeholder comment cycles, including structured SME/EOR reviews and formal comment resolution processes through to final issue.
- Strong technical writing and editing capability, including structuring complex engineering content and simplifying technical language without reducing rigor.
- Experience developing or maintaining specification templates, style guides, and reusable clause libraries.
- Familiarity with document governance frameworks and document control interfaces (versioning, review workflows, metadata, controlled publishing).
- Experience working within Canadian municipal or public-sector infrastructure environments.
- Degree in Engineering or a related technical discipline (preferred).
- Wastewater treatment plant experience is considered an asset; broader utilities infrastructure modernization experience is preferred.
