Job Description
The Public Building Authority (PBA) is a joint public, non-profit organization created by Knox County and the City of Knoxville to develop, construct, manage, and maintain a wide range of public facilities and services on their behalf. PBA oversees major construction projects, provides long-term property and grounds management for millions of square feet of buildings—including city and county facilities, parks, and parking garages—and even handles security, telecommunications infrastructure and on-street parking operations throughout the community. Governed by an 11-member board appointed by county and city leaders, the PBA works to deliver cost-effective, professional facility services that support local government operations and enhance public spaces for residents and visitors alike.
Due to continued growth, PBA is seeking an experienced Project Manager to join our Property Development team. This position reports to the Director of Property Development and plays a key role in delivering successful, on-time construction and development projects.
Key Responsibilities:
- Assist in the development and management of project programs and budgets.
- Assist in reviewing project proposals and plans to determine schedules, funding limitations, and procedures.
- Oversee the design and construction of various project types.
- Act as Owner’s Representative on multiple projects.
Qualifications:
- Bachelor’s degree in Engineering, Architecture, Construction Management or related field.
- Minimum of five years of experience in project management, construction, design, or a related industry.
- Proficiency with MS Office products and demonstrated ability to quickly adapt to software such as Copilot, SharePoint, Procore, ProjectSight, CMiC and Viewpoint. Experience with AutoCAD is a plus.
- Strong communication, organizational and problem-solving skills.
