Senior Disaster Recovery Program Manager

Job Description

Plexos Group is seeking a highly skilled Senior Manager to oversee the implementation and execution of a major Program. This individual will lead teams, manage resources, and ensure Program objectives are met with excellence and compliance.

The Senior Manager is responsible for overall implementation of the Program within a defined functional area. This role includes managing a team of Managers and Project Managers, supervising day‐to‐day operations, ensuring compliance with Program policies, and driving performance outcomes. The Senior Manager must maintain a full understanding of all Program requirements, reporting standards, and operational procedures.

Key Responsibilities

• Oversee the planning, execution, and delivery of Program operations within assigned functional areas.
• Supervise and develop a team of at least three Managers and/or Project Managers.
• Allocate and manage resources to meet operational needs and Program deadlines.
• Ensure full compliance with all Program policies, guidelines, and performance standards.
• Prioritize and organize work to maintain high productivity and meet strict timelines.
• Provide advanced-level oversight and reporting using Microsoft Office tools, especially Excel.
• Support continuous improvement initiatives and adopt new technologies or Program systems quickly.
• Serve as a subject matter expert in hazard mitigation, community development, disaster recovery, and/or housing Program requirements.

Qualifications

• Bachelor’s degree from an accredited university required; advanced degrees or certifications preferred.
• 7+ years of professional-level project or program management experience.
• 4+ years of experience in hazard mitigation, housing, community development, economic development, or related fields.
• • Experience with CDBG housing, FEMA Hazard Mitigation, or comparable federal/state Programs strongly preferred.
• Demonstrated experience managing multiple managers or project managers in a high‐performance environment.
• Proven advanced time management skills with the ability to balance multiple priorities and deliver results.
• Advanced Microsoft Office proficiency:
• • Excel (formulas, imports, pivot tables, data exports, reporting)
  • Ability to quickly learn new software and Program systems.
