Responsibilities
- Lead, organize and monitor inter-connected projects to meet program requirements and outcomes
- Champion the Division's principles of Stability, Scalability, Solutioning, Sustainability and Security for the program deliverables, as well as other City's policy and regulatory compliance requirements
- Recommend suitable strategies aligned with Division/Program's long-term goals, including but not limited to communication, procurement, resourcing, and implementation strategies
- Coordinate cross-project activities and dependencies within and outside of the program
- Develop and control milestones, budgets, schedules and plans across multiple strategic or complex projects within a transformation program/portfolio
- Apply change, risk and resource management
- Provide vendor and stakeholder management
- Lead the development of program/project legal and procurement documents (e.g. RFx, Vendor Contracts, MOU, SoW, etc.)
- Monitor program performance and quality to achieve program Key Performance Indicators (KPI) and objectives
- Resolve projects' higher scope issues and act as the liaison between projects and the program director/senior management
- Prepare reports for program directors, senior management and executives as required
- Represent Technology Services Division in cross-divisional, cross-Agency and multi stakeholder collaboration and meetings.
- Demonstrated experience leading and overseeing program strategy development from inception through to project close-out and any required transition to operations, business planning, benefits identification and organization funding requests for I&IT programs.
- Demonstrated experience understanding and articulating I&IT executive expectations and translating into program deliverables
- Experience directing, managing and leading multidisciplinary project teams including multiple Project Managers, each responsible for an element of the project and associated matrix team members
- Experience monitoring and managing the cost, risk, schedule, governance, technical performance, and program impact of each of the component projects
- Experience providing a program/portfolio view of project inter-dependencies and external project dependencies, monitoring and reporting on exposure levels
- Exercises a range of leadership responsibilities including the role of coach and developer of talent
- Experience developing complex budgets based on multiple funding channels and cross organization dependencies.
- Experience analyzing program and organization's environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule
- Uses significant innovation in the planning, analysis and execution of tasks
- Experience directing stakeholder consultation, facilitation and consensus building. Provides program, portfolio, and/or project reporting to multiple stakeholders
- Experience leading strategies and actions to overcome resistance to change and capitalize on forces in support of change
- Experience seeking new and unique business processes, technologies and products to benefit programs, portfolios and projects
- Experience supervising the development and communication of program related updates including through media relations, social media etc.
- Experience building positive relationships within the team and external parties
- Experience contributing to improvements in life cycle based on lessons learned and past experience
- Adheres to organization's standards and best practices for program
- Experience scheduling and organizing meetings/events and maintaining agenda
- Ensures technology is used correctly for all operations (video conferencing, presentations etc.).
- Extensive experience in managing large-scale projects and/or programs of significant complexity and value with high risk; including enterprise transformational IT projects, multistakeholder projects, in the public sector, preferably with experience at the City of Toronto.
- Successful candidates must have 10+ years of Program Leadership and/or Senior Project Management experience, exhibiting clear, practical knowledge of tools and techniques for planning, organizing, executing, monitoring and controlling complex IT projects.
- Must have Bachelors or equivalent degree in Computer Science, Engineering, or related field. An active certification or licence in field of study (e.g., PMP, Professional Engineering Licence) and Practitioner or Advance ITIL certifications are assets.
- Extensive experience in using project management tools for planning and implementing complex projects and packages (using tools such as Microsoft EPM would be a definite asset).
- Experience working in a matrix project environment. Proven capabilities for developing and maintaining complex project delivery schedules. Excellent relationship management and consulting skills; ability to quickly earn the trust of sponsors and key stakeholders, mobilize and motivate teams; set direction and approach, resolve conflicts, execute with limited information and ambiguity.
- Demonstrated experience across all stages of various IT project types, including information/data management projects, infrastructure/application development projects; from initiation to closing

Must Haves:
- 5+ years experience application development projects; from initiation to closing
- 10+ years of Program Leadership and/or Senior Project Management experience, exhibiting clear, practical knowledge of tools and techniques for planning, organizing, executing, monitoring and controlling complex IT projects.
- PMP certification
