WOCRC is a not-for-profit organization that brings care and community together. Since 1986, we have worked with community partners, volunteers, and staff to provide and coordinate accessible health and social services for all ages in western Ottawa. We collaborate with local partners to reduce barriers, strengthen community wellbeing, and respond to evolving needs. Our community-based, person-centred service delivery, supports our clients and builds a stronger, more connected community—one where people can access timely support, feel a sense of belonging, and thrive.
THE OPPORTUNITY
Join WOCRC's Management Team and lead people practices that support high-quality programs and services across western Ottawa. As Manager, Human Resources and Labour Relations, your expertise will strengthen organizational health as you advance systems and best practices in a diverse culture where valued employees feel able to do their best work. We will provide professional development and growth opportunities, including training and initiatives that build leadership capacity and support career progression. In our unionized environment, you will support positive labour relations and provide expert, strategic advice and hands-on support on all matters related to collective bargaining, collective agreement interpretation and administration, compliance, grievances, and arbitration. This posting is for an existing position that has recently become vacant. The role is in-person at WOCRC's offices, and the selected candidate will be expected to work on-site five days per week.
WHAT YOU'LL ACCOMPLISH
Be a strategic HR leader who shapes WOCRC's people practices, partnering with the Management Team to strengthen organizational capacity and support excellent service delivery
Build relationships with leaders, employees, and union partners to foster a respectful, solutions-oriented workplace and strong labour/management collaboration
Strengthen the employee lifecycle with hiring, onboarding, engagement, and retention that attracts and supports a diverse, high-performing workforce
Lead proactive, fair, and compliant labour relations by guiding interpretation and application of the collective agreement, supporting investigations and grievance resolution, and contributing to bargaining readiness and outcomes
Advance a total rewards framework (including pay equity, job classification, and benefits administration) grounded in transparency, compliance, and operational sustainability
PRINCIPAL RESPONSIBILITIES AND DUTIES:
Recruitment, Hiring, and Onboarding
Strategize workforce planning by understanding management needs, developing recruitment, and building pipelines for retention and succession
Manage end-to-end recruitment for key roles (including managerial, exempt, and professional) in collaboration with hiring managers
Ensure a consistent, welcoming, and effective onboarding and orientation experience across departments and programs
Employee Programs
Ensure employee programs align with WOCRC's strategic direction, mission, values, and guiding beliefs
Develop and improve programs and initiatives that engage talent, including employee activities and internal surveys; use feedback to drive organizational improvements
Stay current on HR trends, best practices, regulations, and emerging tools/technology
Develop and promote staff training opportunities and lead Pay Equity initiatives
Total Rewards and Job Classification
Monitor compensation and benefits trends and recommend competitive/compliant total rewards programs to support talent engagement
Evaluate benefits programs for alignment with policy and legislation, and recommend needed changes
Manage disability and injury claims, liaise with internal and external partners, and support return-to-work planning
Partner with managers to update job descriptions across the organization and implement a regular review system
Employee and Labour Relations
Coach and support managers on performance management, training, promotion, discipline, termination, and other employee relations
Prepare for and oversee investigations, disciplinary meetings, and terminations, providing guidance and resources to staff at all levels
Periodically review recruitment, onboarding, and HR processes for alignment with legislative requirements and precedent
Provide training/guidance for effective relationships with the union and stakeholders
Collective Bargaining and Negotiating
Advise on the interpretation, application, and administration of the collective agreement, employment legislation, and WOCRC policies
Lead contract negotiations and collective bargaining, assess legislative/collective agreement changes and recommend proactive solutions
Prepare reports and communications related to bargaining outcomes
Grievances and Labour Dispute Resolution
Develop negotiating strategies and provide consulting support on policy/contract interpretation and bargaining unit disputes
Respond to/investigate grievances, monitor grievances to identify underlying trends, and explore alternative dispute resolution and problem-solving
Liaise with external experts as needed to support resolution and advise management on solutions
Communications
Develop HR communications aligned with our guiding beliefs and coordinate communications with internal staff and union representatives, including policy updates; notices for benefits, training, leave, and organizational change; compliance messaging; and joint memos/FAQs developed with others
Organizational Management
Contribute to overall WOCRC operations as part of the Management Team, collaborating with other managers on Centre-wide initiatives (e.g., service delivery, administrative support, proposals, policies, procedures)
Participate in committees, action teams, and working groups as required
QUALIFICATIONS:
Education and Experience
University degree in Business Administration, Human Resources, Industrial Relations, Social Sciences, or equivalent work experience
HRPA designation (CHRP, CHRL, etc.)
5–10 years of progressive experience with a strong background in labour relations and managing in a unionized environment; strong preference for experience in the non-profit sector
Excellent communication skills, tact, and diplomacy for negotiating and resolving conflict
Demonstrated ability to lead a diverse team and foster equity, inclusion, and positive culture
Demonstrated ability and knowledge in labour management, collective bargaining, grievance and arbitration, and labour disputes
Significant exposure to conflict and human rights, dispute resolution, policy development
Ability to build and foster relationships with union and management
Strong analysis, judgement, problem solving, planning, decision-making, leadership, and change management skills
Excellent computer skills including word processing, spreadsheets, and HR software; experience with Dayforce (or similar) is an asset
Language Competencies
Fluent communication in English, spoken and written
Fluent communication in French, spoken and written, is an asset
