As a member of Toronto Water's Capital Programming and Implementation, the Project Manager in the Capital Works Delivery (CWD) unit is responsible for providing effective management of planning, studies, design and construction of assigned multidisciplinary municipal infrastructure Projects or Programs.
Reporting to either the Branch Chief or Manager of Capital Works Delivery, the Project Manager is responsible for providing technical expertise and project management skills, controlling time, scope, budget and facility impacts for assigned Toronto Water Capital Projects or Programs.
Major Responsibilities:
Key Qualifications:
- Considerable experience in managing design and construction projects, preferably related to some or all of the following: municipal water treatment, wastewater treatment, stormwater management, and distribution/collection systems.
- Considerable experience with using project management tools, such as scheduling, resource allocation, task tracking and team coordination and management in an engineering environment, preferably on municipal infrastructure study, design and construction projects.
- A university degree in engineering, designation as a Professional Engineer in good standing and licensed to practice in Ontario, or the approved equivalent combination of education and experience would be an asset.
- Understanding of all stages of the project life-cycle, such as initiation and chartering, scope development, procurement, bids evaluations and award, project delivery, project close-out, and warranty period.
- Ability to interpret engineering drawings, Factory Acceptance Testing (FAT) / Site Acceptance Testing (SAT) documentation, equipment, instrumentation layouts/schematics, specifications, process diagrams, process control narratives, and programming ladder/function block logic.
- Strong computer literacy and data organizational skills to ensure comprehensive project data records are maintained and are easily accessible by anyone within the City.
- Demonstrated problem solving skills and ability to communicate both orally and in writing. Developed constructive internal and external work relationships.
- Strong interpersonal skills with ability to establish effective working relationships with all stakeholders, employees, client departments, outside agencies or other levels of government.
- Ability to manage multiple assignments and conflicting priorities.
- Ability to communicate effectively both verbally and in writing at all organizational levels.
- Ability to work in an environment using hazardous chemicals associated with water/wastewater treatment.
- Possession of PMP certification from the Project Management Extensive (PMI) would be an asset.
- Working knowledge of government legislation in the areas of employment, labour, human rights, the Occupational Health and Safety Act, Accessibility for Ontario with Disabilities Act (AODA), and City policies and procedures.
- Must possess a valid Province of Ontario Class "G" Driver's License to travel to various work locations and construction sites in a timely and efficient manner.
