JOB SUMMARY
The Manager, Technology Infrastructure, Leads a team of technology infrastructure, desktop, and telephony staff in the development, management, support, and maintenance of technology infrastructure, electronic data protection, and security. Designs, builds, and implements technology solutions to meet day-to-day business requirements in compliance with legal and regulatory requirements
KEY DUTIES AND RESPONSIBILITIES
- Hires, trains, develops and manages the performance and career progression of employees accountable to the Manager in accordance with the policies of the City of Markham and current best practices, building team capabilities and capacity.
- Sets priorities and manages changing workloads within the Technology Infrastructure and Telephony Teams to meet strategic goals and objectives, ensuring appropriate staffing levels.
- Provides oversight and performs portfolio management to all projects related to technology infrastructure across the City.
- Allocates staff resources to projects, provides technical leadership in identifying, evaluating, and deploying systems and procedures, managing the day to day technology infrastructure (network, Data Centre, cloud, server, storage area network, backup, Firewall, switches, antivirus/spam, etc.) and associated systems (audiovisual, computers, printers, client software, etc.) support work plan, providing direction and guidance/coaching to assist the team in resolving complex and non-routine issues and problems.
- Facilitates the performance management process for ITS Technology Infrastructure, Desktop and Telephony groups including planning and objective setting, performance criteria and milestones, meeting with staff to discuss appraisals and sign-off on performance appraisal.
- Maintains organizational effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.
- Participates in IT strategic planning and direction, accountable for the planning and implementation of stable, modern, cost-effective, robust, scalable and secure technology infrastructure.
- Ensures that all technology infrastructure and associated system (including Data Centre and end-user technologies) are kept current and reliable based on clients needs and human and financial resources available as defined by business plan.
- Identifies and evaluates risks and recommends appropriate responses to mitigate risk(s) to support the stability of access to essential systems and data / information, ensuring high levels of reliability and performance.
- Works with internal users, vendors, and other ITS groups to define requirements, propose solutions and approve the implementation of those solutions while setting and managing internal client expectations.
- Provide analysis of issues, policies and risks and prepares appropriate responses, process and procedure related to technology infrastructure and associated systems.
- In consultation with the Client Delivery and Applications / GIS teams, manages day-to-day interactions, ensuring that all services are provided in a cost-effective manner and meet the user's needs.
- Initiates and implements improvements in all areas of IT, and works with project teams to help implement Internal Systems.
- Manages and oversees technology infrastructure related contracts (project contracts, service levels etc.) and vendors to ensure appropriate service delivery and continued support as well as mitigate risk
- Identifies policy gaps, deficiencies and enhancements required to address Systems, Network, Performance and Security issues.
- Provide a longer-term strategic planning vision and Lifecycle management of Infrastructure including condition managing the asset replacement of relevant infrastructure
- Contributes to the development of and implements policies and standards in relation to technology infrastructure acquisition / retention, capacity and performance, obsolescence / phase out, and disaster recovery.
- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
- Maintains quality service by establishing and enforcing organization standards, approves implementation of all infrastructure changes, service and equipment upgrades, configuration, equipment and server protection and security, network and electronic backup and recovery.
- Provides Technical standards for all tenders (RFP/RFQ's), defines and approves requirements for technology infrastructure related tenders/RFPs and evaluates.
- Prepares business case and budget for major Systems, Technology and Infrastructure projects, working closely with ITS Managers to allocate and monitor resource allocations.
MINIMUM QUALIFICATIONS
- Undergraduate Degree in Computer Science or related discipline.
- At least 7 years of experience providing Information Technology Management.
- At least 10 years of supervisory experience.
- Knowledge of wireless and VOIP communication technologies
- Knowledge and experience with setting up and managing a data center and related LAN/WAN infrastructure and security.
- Experience in Project Leadership.
- Experience in Endpoint Computing deployments for multi-site environments.
- Experience with Microsoft 365 and Cloud environments
- Requires experience with the development and management of technology programs and business processes.
