SALARY: Job class 18 ($70,889 - $81,007) *under review*

HOURS OF WORK: hours/week, Monday to Friday.

This position has the option to participate in a modified work week schedule (37.5 hours/week) Monday to Friday, with the extra hours worked as one earned day off taken once every three-week scheduled cycle.

PRIMARY FUNCTION: The Project Analyst supports the planning, execution, monitoring, and evaluation of projects across the organization by providing analytical, scheduling, and reporting expertise. This role develops and maintains project documentation, analyses project and portfolio data, prepares dashboards and reports for decision makers, and ensures alignment with organizational goals, governance standards, and PMO best practices. The Project Analyst also identifies risks, dependencies, and improvement opportunities to support effective project delivery and organizational performance.

DUTIES:

PROJECT ANALYSIS/MANAGEMENT EXPERTISE:


  1. Support project managers and teams in developing and maintaining key project documents including business cases, charters, requirements, scope definitions, schedules, budgets, reports, and forecasts.
  2. Lead or assist with resource and capacity planning to ensure the organization can effectively deliver current and upcoming projects.
  3. Ensure appropriate tools, processes, and standards are in place to support consistent and effective project planning and delivery.
  4. Provide training and coaching to project managers and teams on estimating, scheduling, scoping, budgeting, forecasting, risk identification, tracking, and reporting.
  5. Work with Project Managers to maintain high quality, regularly updated project schedules that accurately reflect progress, dependencies, and resourcing.
  6. Communicate scheduling expectations, resource impacts, and responsibilities to project teams.
  7. Monitor adherence to project budgets, milestones, scope, and timelines, and support the management of project contracts.
  8. Maintain a complete and well-organized repository of project records and artifacts.

CENTRALIZED PROJECT REPORTING SYSTEM:


  1. Develop, implement, and maintain project and portfolio dashboards for various stakeholder groups, ensuring timely and accurate visibility into project health, risks, and portfolio trends.
  2. Support project managers in maintaining up to date project schedules and documentation that accurately reflect the current state of each initiative.
  3. Monitor and report on project and portfolio performance, including schedule, cost, risk, resource utilization, and strategic alignment.
  4. Work closely with the Finance department to maintain reliable project financial tracking and forecasting processes, ensuring clarity for leadership and project sponsors.

PERFORM PROJECT ANALYSIS DUTIES:


  1. Escalate critical risks, issues and variances to the appropriate supervisor and/or manager.
  2. Analyze project data to identify trends, challenges, risks, and opportunities, and provide actionable insights that support decision making.
  3. Ensure project resource estimates reflect realistic availability and account for operational demands and cross departmental commitments.
  4. Monitors project financials by tracking expenditures, analyzing variances, validating financial assumptions, and supporting cost forecasting to ensure projects remain aligned with approved budgets and organizational financial controls.
  5. Develop, implement and maintain consolidated portfolio-level schedules, risk logs and issue logs to support holistic project oversight.
  6. Support project change control by facilitating the assessment, approval, and tracking of change requests.
  7. Monitor cross project dependencies and potential delivery conflicts, ensuring they are identified, communicated, and managed.
  8. Collaborate with project teams to resolve resource over allocations and scheduling conflicts.
  9. Support risk identification and mitigation by facilitating analysis and contributing to risk response planning.
  10. Promote and monitor adherence to PMO standards, templates, and delivery methodologies.
  11. Ensure all project activities comply with LABC policies, procedures and governance requirements.

4.   PROJECT MANAGEMENT STANDARDS, TOOLS, AND PROCEDURES:


  1. Maintain, enhance, and promote PMO templates, standards, and tools for key project deliverables, including charters, requirements, project plans, schedules, change control, reporting, and risk/issue management.
  2. Develop and refine project management best practices to ensure high quality, consistent project information for business decisions and portfolio oversight.
  3. Coach project managers, sponsors and team members in the application of PMO tools, processes and standards.
  4. Partner with organizational stakeholders to continuously improve project management processes and support a culture of disciplined, transparent project execution.
  5. Work with the Strategic Planning Lead to ensure alignment between departmental plans, service plans and projects activities.
  6. Support project evaluation activities in partnership with the Strategic Planning and Policy Department.

QUALIFICATIONS:

Basic requirements

  • Certified Associate in Project Management (CAPM) or equivalent combination of education and experience
  • Minimum of 3 years' experience in project coordination, project analysis, or PMO support
  • Strong understanding of project management life cycle methodologies (Waterfall and familiarity with Agile or hybrid approaches preferred)
  • Demonstrated experience with estimating, scheduling, progress tracking, risk management, change control, and portfolio reporting
  • Strong financial oversight capabilities, including monitoring project budgets, analyzing variances, forecasting costs, validating financial assumptions, and ensuring expenditures align with approved scope and organizational financial controls
  • Experience working with project management and productivity tools such as MS Project, Planner, SharePoint, and enterprise project/portfolio management systems
  • Advanced skills in Excel (pivot tables, formulas, data analysis), and familiarity with data visualization tools such as Power BI or equivalent
  • Excellent communication and interpersonal skills, including the ability to prepare clear reports and engage effectively with diverse stakeholders
  • Ability to prioritize, manage multiple tasks, and work with minimal supervision in a fast-paced environment
  • Demonstrates strong attention to detail with excellent problem‑solving, analytical, and organizational skills, maintaining a quality and deliverables‑focused approach while managing both detailed tasks and the broader project perspective
  • Knowledge of the justice system or related social services is an asset
  • Knowledge of the Gender-Based Analysis Plus (GBA+) is an asset
  • Or an equivalent combination of education and experience

Rated requirements

  • Prior experience in a Project Analyst or equivalent role
  • Experience developing or implementing project management best practices, templates, dashboards governance processes
  • Experience facilitating workshops or supporting project initiation activities
  • Experience analyzing project or program data and preparing executive ready reports.
  • Demonstrated ability to work with cross-functional teams, resolve conflicts and manage competing priorities
  • Experience supporting financial tracking, forecasting, or budget analysis for projects
  • Strong facilitation, coaching and change management skills
