Civil Construction Project Manager (PM) — Job Description
Position Summary
The Civil Construction Project Manager is responsible for planning, executing, and closing civil construction projects safely, on schedule, within budget, and to contract requirements. This role manages project financial performance, scheduling, subcontractors, procurement, documentation, client communication, and coordination with field leadership to deliver high-quality work.
Key Responsibilities
Project Planning & Execution
Lead project startup activities including scope review, kickoff meetings, staffing, and project controls setup.
Develop and manage baseline project schedules, look-ahead plans, and recovery plans as needed.
Coordinate with the Superintendent and field crews to ensure work is sequenced efficiently and resources are aligned.
Track production and progress against schedule and budget.
Cost Management & Financial Control
Build and manage project budgets, cost codes, and job cost reporting.
Forecast cost-to-complete and identify financial risks early.
Track labor, equipment, material, and subcontractor costs to protect margin.
Review and approve invoices, pay applications, and project-related expenditures.
Contract Administration & Change Management
Manage project documentation including RFIs, submittals, daily reports, meeting minutes, and correspondence.
Identify scope gaps, changed conditions, and client-driven changes.
Prepare, price, and negotiate change orders and time extensions.
Maintain accurate backup and timely notice requirements for claims and extra work.
Subcontractor & Vendor Management
Lead subcontractor buyout, scope leveling, and contract execution.
Manage procurement and long-lead items to prevent schedule impacts.
Monitor subcontractor performance, safety compliance, quality, and schedule adherence.
Coordinate deliveries, materials staging, and vendor support.
Safety & Quality Leadership
Promote and enforce all company safety policies and jobsite safety requirements.
Participate in pre-task planning, safety meetings, and incident investigations when required.
Ensure work meets project specifications, inspection requirements, and quality standards.
Reduce rework through proactive coordination, documentation, and inspection readiness.
Client & Stakeholder Communication
Serve as the primary point of contact for owners, inspectors, engineers, and stakeholders.
Lead project meetings and provide consistent status updates on schedule, cost, and risks.
Build strong working relationships while maintaining contract compliance and professionalism.
Required Qualifications
5+ years of project management experience in civil construction (sitework, utilities, roadway, concrete, or heavy civil).
Strong understanding of civil construction means/methods and sequencing.
Proven ability to manage budgets, schedules, subcontractors, and documentation.
Experience with change orders, RFIs, submittals, and contract administration.
Strong communication, leadership, and organizational skills.
Valid driver's license and ability to travel to jobsites as needed.
Preferred Qualifications
Bachelor's degree in construction management, Civil Engineering, or related field (or equivalent experience).
Experience with DOT/municipal projects, permitting, and public work requirements.
Experience managing self-perform crews and equipment.
Familiarity with CPM scheduling tools (Primavera P6, MS Project, or similar).
Proficiency with project management software (Procore, Bluebeam, HCSS, Autodesk, etc.).

Projects delivered safely, with a strong safety culture and proactive risk control.
Projects delivered on schedule, with clear planning and effective recovery actions.
Projects delivered within budget, with accurate forecasting and cost control.
Strong documentation and timely processing of RFIs, submittals, and change orders.
Effective subcontractor performance management and issue resolution.
Professional, consistent communication with internal teams and external stakeholders.
Work Environment / Physical Requirements
Combination of office and active jobsite work.
Ability to walk uneven terrain, climb ladders/stairs, and work in varying weather conditions.
Ability to lift up to 25–50 lbs occasionally (as required for field activity).
Reporting Relationship
Reports to: Project Executive / Operations Manager.
Works closely with: Superintendent, Estimating, Accounting, Safety, Owners/Engineers, Subcontractors.
