Reporting to the Director of Employee Experience, Talent and Organizational Development, the Manager of Learning and Leadership Development is responsible for leading the corporate learning function at the City of Edmonton, including the strategic design, development, and implementation of all corporate learning and leadership initiatives across the City of Edmonton.
This role is key for embedding a continuous learning culture, ensuring that all learning initiatives, strategies, approaches, policies and consulting advice are aligned with the organization's strategic objectives. The incumbent will lead a team of 12, that includes learning consultants, and administrative staff, to deliver high-impact learning solutions that support a diverse workforce.
What will you do?
Lead the team in the development and implementation of the City's Learning Strategy, ensuring all learning programs are designed using the model to build capability and support organizational goals
Translate business needs and strategic objectives into targeted learning and leadership development programs.
Govern the existing Learning Management System (LMS) ensuring its configuration and business processes effectively serve all business areas, from corporate learning to specialized training teams
Coach, mentor, and foster a collaborative and high-performing team culture
Identify opportunities for individual and collective skill-building to ensure the team is motivated and equipped to deliver high-quality learning solutions, keeping current with industry practice
Provide direction and operational oversight at the team level to ensure the delivery of learning programs are aligned with and serving the goals of the broader section
Oversee the design process for all learning programs, ensuring content is relevant, engaging, and aligned with adult learning principles
Ensure inclusivity by applying a Gender-Based Analysis Plus (GBA+) process to all program design, ensuring content and delivery methods are accessible and relevant to a diverse workforce
Leverage a variety of delivery methods, including in-person workshops, virtual sessions, e-learning modules, and blended learning approaches, to meet the needs of a diverse and dispersed workforce
Manage the delivery of custom learning services, including intact team sessions, specialized workshops, and custom content development
Report on program outcomes and present insights to senior leadership to inform future learning strategies
Qualifications:
Knowledge, training and/or education related to Human Resources, Adult Education, Organizational Development or a related field
Experience leading a team in corporate learning and leadership development
Equivalent combinations of education and experience may be considered
Assets:
A Master's Degree in a related field
Accreditation or coursework/training in education, adult education, leadership development, human resources, organization development and/or a related field
Additional training in public administration, project management and/or change management

Understanding of complex municipal subject matter

Conditions of Employment and Work Environment:
1 permanent, full-time position
Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.
Salary: $123, $154, Annually)
