Responsibilities
PRIMARY PURPOSE
The Senior Project Controller – Scheduling is the organizational lead for schedule management across TransLink's capital delivery portfolio, supporting strategic planning and execution of major programs. This role is accountable for establishing and advancing scheduling standards, systems, and governance protocols that enable delivery confidence, resource optimization, and executive oversight.
Operating within the EPM-Control function, the incumbent leads the implementation and optimization of the Scheduling module in the Project Management Information System (PMIS), ensuring full integration with cost, risk, and funding governance frameworks (AiP, SPA, PCA). Through data-driven logic and risk-informed forecasting, the role ensures schedule integrity and readiness across all project lifecycle stages—from early planning through closeout.
Key Accountabilities
Lead the development, governance, and continuous enhancement of integrated, resource-loaded schedules for complex capital programs, ensuring alignment with enterprise scope, cost, risk, and delivery frameworks. Oversee scheduling for a capital portfolio exceeding $9B annually; advise on timing impacts, resource constraints, and critical path exposure across concurrent programs and investment plans.
Serve as the system lead for the PMIS scheduling configuration and governance; ensure system integrity, compliance, and seamless integration with cost, risk, and reporting functions.
Apply advanced techniques including productivity modeling, critical path and float analysis, Time Impact Analysis (TIA), and scenario modeling to enable proactive decision-making and delivery confidence.
Lead schedule risk assessments and collaborate with Cost Controllers and Risk Specialists to produce risk-adjusted forecasts and robust contingency strategies.
Monitor third-party scheduling performance; validate contractor inputs, resolve logic errors, and enforce compliance with contractual scheduling requirements.
Produce strategic schedule performance reports, milestone tracking, earned value metrics, and variance narratives to inform executive oversight and intervention planning.
Shape schedule expectations within RFPs and contracts, ensuring milestone realism, scope clarity, and alignment with governance timelines and funding gates.
Act as the primary scheduling advisor to Project Managers, technical leads, and functional stakeholders; facilitate cross-project coordination to manage interdependencies and shared resources.
Lead the creation and enforcement of scheduling standards, templates, tools, and governance protocols within the Project Controls Framework.

Provide mentorship and technical guidance to junior and intermediate planners, support organizational growth and scheduling maturity through coaching and knowledge transfer.
Champion schedule integrity and procedural compliance throughout all project lifecycle stages—from planning through implementation and closeout.
Deliver schedule inputs and readiness assessments to support stage-gate approvals (AiP, SPA, PCA), backed by data-driven logic, risk-informed forecasting, and delivery confidence analysis.
Qualifications
EDUCATION AND EXPERIENCE
The competencies of this position would typically be acquired through completion of bachelor's degree in engineering, Construction Management, Business, or a related discipline, plus minimum 8 year of progressive experience leading schedule development, performance monitoring, and schedule governance for large, complex capital projects or programs. PMP certification is required (or active pursuit at time of hire); Professional Engineering (P.Eng.) designation is considered an asset. Extensive Certifications such as PMI-SP, PMI-RMP, AACE PSP, CCP, or EVP are considered strong assets.
Other Requirements
Advanced knowledge of project management principles, including Critical Path Method (CPM) scheduling, earned value management (EVM), and governance-based delivery models.
Deep understanding of the interdependencies between scheduling, cost control, estimating, and risk management, with demonstrated ability to support integrated planning and forecasting.
Experience with schedule risk assessment methodologies, including Monte Carlo simulations, and proficiency with tools such as Primavera Risk Analysis, @RISK, or equivalent.
Advanced analytical and problem-solving skills, with a strong ability to diagnose schedule performance issues, develop recovery strategies, and forecast long-term delivery impacts.
Exceptional communication skills, with the ability to translate complex schedule data into actionable insights for senior leadership, technical teams, and external stakeholders.
Proven ability to influence and guide multidisciplinary project teams, build alignment across functions, and foster collaboration with vendors and delivery partners.
Excellent time management and organizational skills, capable of balancing strategic leadership with tactical execution across a diverse portfolio.
High proficiency in project management and business intelligence tools, including Oracle Primavera Cloud (OPC), Power BI, Excel, and industry-standard scheduling software.
Extensive hands-on experience with Oracle Primavera Cloud (OPC) scope and schedule modules, including configuration of enterprise-level scheduling structures, baselines, and reporting workflows.
Proven track record of supporting schedule risk assessments, integrating scheduling with earned value and cost forecasting, and informing funding or stage-gate decisions (AiP, SPA, PCA).
Demonstrated success operating within a formal project controls framework, preferably in a public-sector infrastructure or multi-stakeholder governance environment.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $100,080 - $150,120 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
