Who are we looking for?
We are seeking a Temporary Supervisor, Utilities to join our Utilities team and help ensure the safe, reliable, and compliant operation of Cochrane's water and wastewater systems.
Reporting to the Manager, Utilities the Supervisor, Utilities provides day-to-day leadership for Water & Wastewater operations, including wastewater collection, water distribution, and water treatment. This role supervises staff and assets, supports scheduling and performance management, and helps ensure operational readiness, risk management, budget stewardship, and regulatory compliance—while reinforcing the Town of Cochrane's cultural and organizational values.
This is a temporary position funded through to the end of 2026. An extension of up to one (1) additional year may be considered; however, any extension is not guaranteed and will depend on operational requirements, budget approval, and organizational approval.

What are some of the duties of the Supervisor, Utilities?
Provide day-to-day supervision, training, leadership, and coaching for Water & Wastewater staff, including performance management and recruitment; review and approve timekeeping entries and exceptions.
Oversee maintenance and monitoring of water treatment plant processes; ensure sampling, analysis, and interpretation supports regulatory compliance and plant optimization; oversee QA/QC and chemical inventory.
Review and develop Standard Operating Procedures, Safe Work Practices and Procedures.
Ensure the water distribution system and satellite facilities are operated, maintained, and monitored in accordance with manufacturer recommendations, legislated requirements, and best practices wherever feasible.
Ensure the wastewater collection system and satellite facilities are operated, maintained, and monitored in accordance with manufacturer recommendations, legislated requirements, and best practices wherever feasible.
Manage the Town's underground infrastructure locates program, including effective use of GIS and engineering drawings and proactive/planned public engagement; support continuous improvement of GIS data quality.
Ensure effective after-hours Water & Wastewater service delivery and emergency response in accordance with Town service levels.
Ensure customer inquiries and service requests are responded to within service levels and that staff appropriately document results and findings.
Coordinate with the Fleet Coordinator to schedule maintenance of Water & Wastewater fleet assets and identify fleet needs with supporting business rationale.
Ensure all work is performed in accordance with workplace health and safety standards and that applicable policies, procedures, and legislation are followed.
Assist with annual operating and capital budget preparation; complete expense review and approve invoices and purchase card transactions within delegated authority.
Act in the Manager's absence as required, supporting meeting representation, project and budget support, and continuity of operations.
Qualifications, Skills and Abilities
Education and Experience:
Required:
Diploma in Civil Engineering Technology (or related field with a focus on municipal engineering) or completion of a municipally focused water and wastewater technical program from an accredited institution.
Valid AE&P Level III Operator Certificates in two of the three disciplines: Water Treatment, Wastewater Collection, and Water Distribution (alternate combinations of education/designations/certifications may be considered).
Five (5) to seven (7) years' experience in system operation and maintenance at a level III water treatment, water distribution, and/or wastewater collection facility, including at least two (2) years of Direct Responsible Charge (DRC) experience (preferably municipal).
Knowledge of applicable municipal, provincial, and federal standards and regulatory requirements.
Supervisory experience in a related operational environment.
Ability to interpret engineered drawings and effective use of GIS.
Basic training in safe operation, maintenance, and troubleshooting of electromechanical processes and control systems (recognized program).
Familiarity with underground construction standards and pump operation.
Skills and Abilities:
Good working knowledge of Microsoft Office.
Strong understanding of water and wastewater system operations, including applied math and data interpretation.
Self-motivated with the ability to work with limited supervision and respond effectively to emergent operational needs.
Proven ability to coach, mentor, and develop employees in a safety-focused, service-oriented environment.
Awareness of safe heavy equipment operation; basic plumbing/pipefitting awareness; ability to provide guidance on fundamental equipment maintenance.
Strong communication skills (written and verbal), including the ability to remain calm and provide clear direction during emergencies and to manage customer concerns tactfully.

The salary for this position is between $55.27/hr and $59.05/hr and is based on a 40-hour work week.
