We are seeking an experienced *Principal Technical Lead* to provide technical leadership and oversight across complex software delivery initiatives. This role combines hands-on technical expertise with strong leadership and stakeholder engagement, offering the opportunity to shape technical direction, mentor teams, and ensure the delivery of high-quality, enterprise-grade solutions.
You will play a key role in coordinating development efforts, maintaining technical standards, and guiding teams through the full software development lifecycle, with a strong focus on quality, governance, and client outcomes.
About the Role
The Principal Technical Lead is pivotal to the successful delivery of the *APEX team’s* short-term client commitments. Working closely with the Service Lead, Business Analyst/Scrum Master, and fellow technical leaders, you will ensure that the overall technical service delivered consistently meets — and exceeds — client expectations.
You will provide clear technical direction and leadership while remaining close enough to delivery to challenge decisions, priorities, and architectural approaches when required. The role also involves close engagement with client-side design, architecture, security, and compliance functions to ensure solutions align with enterprise standards, regulatory requirements, and best practice.
Key Responsibilities
* Provide day-to-day technical leadership to the APEX delivery team across the full software development lifecycle
* Collaborate with senior delivery, service, and product stakeholders to ensure a cohesive and high-quality technical service
* Lead and facilitate technical workshops and design sessions with subject matter experts to resolve complex challenges and agree clear technical direction
* Apply architectural and delivery expertise to capture, articulate, and evolve the team’s strategic technical needs
* Engage with client design, architecture, security, and compliance stakeholders to ensure requirements are understood and embedded
* Maintain oversight of technical decisions, constructively challenging assumptions and priorities while empowering teams to deliver
Essential Skills & ExperienceTechnical Leadership & Delivery
* Proven technical leadership experience with the gravitas to earn trust and respect from senior engineers and architects
* Ability to empower delivery teams while maintaining appropriate technical oversight
* Strong experience facilitating complex technical discussions, workshops, and design sessions
* Deep understanding of software architecture principles and modern software delivery methodologies
* Excellent stakeholder management skills, particularly within technical, architectural, security, and compliance contexts
Oracle APEX Expertise
* Strong, demonstrable experience delivering and leading teams working with *Oracle APEX* solutions
* Experience defining and enforcing APEX development standards, governance, and best practices in enterprise environments
* Ability to guide teams on APEX architecture, including application design, security models, performance, and maintainability
* Experience integrating APEX applications with external systems using REST APIs and related integration patterns
* Proven ability to balance rapid low-code delivery with enterprise-grade controls, quality, and compliance
Programming & Development
* Strong experience with one or more of the following, with the ability to provide architectural and code-level guidance:
* *Java* (JEE, Spring Boot)
* *JavaScript* (Node.js, React, Angular)
* *Python*
Databases & Data Technologies
* Strong experience with relational databases, including:
* *Oracle* (including performance tuning and schema design for APEX)
* *MySQL*, *MariaDB*
* Experience with complementary data technologies such as *MongoDB* and *Elasticsearch*
Testing & Quality Engineering
* Strong understanding of testing strategies across mixed low-code and custom-code environments
* Experience with automated testing and quality tooling, including:
* *Selenium*, *Cypress*, *Cucumber*, *Pact*
* Performance and load testing tools such as *JMeter* and *k6*
Cloud & Platform Engineering
* Experience designing, deploying, and operating cloud-based platforms and applications
* Strong hands-on knowledge of containerisation and orchestration technologies, including:
* *Docker*, *Kubernetes*, *OpenShift*
* Experience with infrastructure automation and configuration management using:
* *Ansible*, *Helm*, *Terraform*
* Solid *Linux administration* experience
*Have an existing enhanced Developed Vetting (eDV) security clearance*
