The Town of Whitby is a community in transformation that is located in the heart of Durham Region in the eastern Greater Toronto Area. Whitby is the second-largest municipality in the region and one of the fastest-growing communities in Canada. Located on Lake Ontario and only an hour east of Toronto, the population of Whitby is expected to grow from 140,000 to more than 200,000 by 2031. Position / Responsibilities
Reporting to the Head of Organizational Effectiveness, the Director, Technology and Innovation Services provides strategic leadership and oversees the full scope of the Town's technology and digital transformation functions. This role is responsible for the day-to-day operations of the Technology and Innovation Services division, including client services, business solutions, infrastructure and security services, and digital transformation initiatives.
The Director leads the delivery of secure, effective, and forward-looking technology solutions that support the Town's Corporate Information Technology and Digital Strategic Plan, Community Strategic Plan, and other departmental strategies, while advancing innovation, service excellence, and organizational transformation.The salary range for the role is $166,496 to $189,200 per annum (2025 rate) .
Candidate Requirements
The ideal candidate will hold a university degree in Computer Science, Computer Engineering, Information Systems, or a related field (or equivalent experience), with a master's degree in information technology management, PMP certification, Lean (Green Belt or higher), and designations in service management, business relationship management, or organizational change considered assets. They will bring a minimum of fifteen (15) years of experience in enterprise technology environments and seven (7) to ten (10) years of senior leadership experience within a complex public-sector or municipal organization, with expertise in digital transformation, cybersecurity, infrastructure, and data management. Experience supporting or leading enterprise system implementations, including Workday, and strong capabilities in strategic budgeting, procurement, vendor negotiation, contract management, and technology risk mitigation are required.
The successful candidate will have proven experience leading medium to large teams with an innovative, forward-thinking mindset and the ability to balance multiple stakeholder priorities with political acumen. They will bring an enterprise-wide perspective, demonstrate strong change leadership, and deliver large- scale, complex projects by effectively balancing speed and agility with planning and responsiveness.
