Hourly Grade: 5 Non-Union ($ $67.65)
This role reports to the Facilities Manager and is responsible for supporting the effective operations, management, and maintenance of all Agency-owned or -operated properties, including group homes and office facilities. The role ensures that all facilities meet operational, regulatory, health & safety, and client service standards, while contributing to long-term planning, capital projects, and strategic space initiatives
The role leads the property operations staff and coordinates a broad range of complex, sensitive, and confidential business operations and services requiring in-depth knowledge of agency programs, policies, and procedures.
In addition, the role is an active member of the JH&S Committee and oversees the emergency preparedness plan, fire safety plans, and evacuation drills in collaboration with tenants.
Principle Responsibilities- Oversee day-to-day operations and maintenance of all buildings, grounds, and building systems (HVAC, electrical, plumbing, security, life safety systems).
- Supervise the Building Coordinator, maintenance workers, Day Porter and contracted service providers; establish and maintain operating policies, and service expectations.
- Ensure compliance with all health, safety, security, environmental, fire code, and building code requirements.
- Oversee energy management, sustainability initiatives, and the Agency's Environmental Sustainability Plan.
- Maintain compliance with regulatory inspections, preventive maintenance schedules, business continuity planning, and emergency preparedness.
- Maintain asset inventories, facilities systems documentation, and building records (as-builts, drawings, permits, warranties).
- Oversee the operations of leased and owned buildings, including review of lease agreements, purchase/sale agreements, rules, regulations, and maintenance contracts.
- Oversee in-house property operations and procurement processes, ensuring compliance with Agency policies, BPS Procurement Directive, and competitive vendor selection.
- Conduct regular contract reviews to identify opportunities for cost savings, service optimization, or consolidation.
- Monitor property use (occupancy, space utilization, staff experience) and support strategies to improve functionality and client satisfaction.
- Maintain property data, including zoning information, municipal bylaws, tenant legislation, valuations, and real estate trends relevant to Agency planning.
- Supervise employees and contractors performing work on Agency properties, ensuring timely resolution of maintenance issues.
- Conduct regular facility inspections and coordinate corrective repairs, preventive maintenance, and lifecycle asset management.
- Prepare annual operating and capital property budgets; develop quarterly and annual property reports outlining risks, needs, and long-term plans.
- In collaboration with the Finance Manager, prepare and submit prioritized capital and property needs for Ministry funding (non-child-welfare funding streams).
- Ensure the office sites are safe and in a professional environment for staff, clients, tenants, and visitors
- Act as a liaison between Agency staff, tenants, landlords, and building owners to address concerns and ensure service continuity.
Project Management Support
- Coordinate, support and oversee construction trades during construction, renovations, relocations, fit-ups, and workplace planning initiatives.
- Supervise project scoping, budgeting, scheduling, procurement, and stakeholder coordination.
- Ensure project compliance with applicable legislation, Agency standards, accessibility requirements (AODA), and occupational health & safety requirements.
- Monitor project progress, identify risks, and implement corrective action to keep projects on schedule and within budget.
- Support the Facilities Manager with acquisitions, capital forecasting and property-related purchases and strategic plans.
- Strong organizational, prioritization, and multi-tasking abilities in a high-demand environment.
- Experience preparing proposals, budgets, capital forecasts, financial analyses, and salary planning.
- Strong knowledge of WSIB Level 1 & 2 Health & Safety, OHSA, Fire Code, Building Code, and ability to guide JHSC on facility-related matters.
- Construction management expertise, including experience leading construction, renovation, and capital projects.
- Excellent interpersonal, communication, negotiation, and conflict-resolution skills.
- Proven problem-solving abilities and capacity to make informed decisions in complex or ambiguous situations.
- Leadership and team development skills with ability to coach, motivate, and build effective team.
- Proficiency with facilities management software (CMMS), project management tools, building automation systems (BAS), and general office software.
- High ethical standards, confidentiality, and professional integrity.
- Work in accordance with Agency health and safety policies and all applicable legislation.
- Serve as a JHSC member, participate in investigations, review policies, and recommend improvements needs.
- Support ergonomic assessments and advise staff on workstation setup and accommodation.
- Respond to health and safety incidents, conduct trend analysis, and prepare annual H&S reports.
- Manage PPE procurement, inventory controls, and distribution.
- Oversee emergency preparedness planning, fire safety plans, and evacuation drills.
Employee works in a safe manner in accordance with the Agency's health and safety policies and procedures and all relevant legislation.
QUALIFICATIONS- College diploma or university degree in Facilities Management, Building Sciences, Project Management, or a related discipline.
- Minimum 6 + years of progressively responsible experience in facilities and property management, including supervisory experience.
- Demonstrated experience managing multi-site operations, major projects, capital planning, and contractor/vendor oversight.
- Experience in the public/not-for-profit or regulated environments is an asset.
- Professional certifications such as IFMA (CFM, FMP), BOMI (RPA, SMA), PMP, or equivalent are strong assets.
- Valid Ontario driver's license and access to a reliable vehicle.
HOURS OF WORK:
- 9am-5pm, Monday to Friday
- Working hours may vary and applicants must be flexible to work outside of standard office hours.
