Position Overview
We are seeking an experienced IT Project Manager to serve as the owner’s representative for the design, development, and delivery of a proprietary Automated Data Management System (ADMS). This role is responsible for keeping the project on track, ensuring the development partner delivers against clearly defined requirements, milestones, and outcomes, and confirming the final product aligns with operational and business needs.
This is a part-time, hands-on project leadership role focused on governance, requirements management, documentation, progress tracking, and delivery oversight—not day-to-day coding or engineering. The ideal candidate is highly organized, technically fluent, and comfortable holding vendors accountable while translating business needs into actionable system requirements.
Key Responsibilities
Project Governance & Oversight
Own overall project coordination and delivery for the proprietary ADMS system
Establish and manage the project plan, timeline, and key milestones
Conduct weekly project check-ins with development and internal stakeholders
Track progress against benchmarks, flag risks, and drive issue resolution
Ensure alignment between technical development and business requirements
Scope of Work (SOW) & Documentation
Draft, refine, and manage the Statement of Work (SOW), including:
Project scope and deliverables
Milestones and acceptance criteria
Timelines and dependencies
Ensure scope control and manage change requests as needed
Maintain clear project documentation and status updates
Development & Testing Support
Oversee development phases to ensure deliverables meet functional requirements
Coordinate and support testing and validation phases, including:
User acceptance testing (UAT) support
Defect tracking and resolution follow-up
Confirm final deliverables meet quality standards prior to approval or launch
Stakeholder Management
Act as the primary liaison between:
Internal business stakeholders
Technical development teams
Translate business needs into actionable technical expectations
Provide concise, executive-level project updates and recommendations
Required Qualifications
5+ years of experience in IT Project Management or Technical Project Management
Proven experience managing custom or proprietary software development projects
Strong experience writing and managing Statements of Work (SOWs)
Familiarity with software development lifecycles (Agile, hybrid, or waterfall)
Experience overseeing testing and validation phases
Excellent communication, documentation, and organizational skills
Ability to manage multiple stakeholders and drive accountability in a low-hour engagement
Must be authorized to work in the United States without current or future visa sponsorship
Preferred Qualifications
Experience with data management systems, ADMS, or enterprise applications
Background working with distributed or third-party development teams
PMP, Scrum Master, or similar certification (preferred, not required)
Prior experience in part-time, advisory, or fractional PM roles
