Duties, Responsibilities & Other
The Regional Practice Leader (RPL) for Cost Estimating is a senior-level strategic and technical leader responsible for overseeing the delivery, growth, and operational excellence of the heavy civil construction estimating practice. This role provides leadership to a multidisciplinary team of estimators, supports pursuit and execution of major infrastructure projects, ensures consistent application of best-in-class estimating standards, and drives business development nationally.

The ideal candidate will come in with 10+ years of experience developing construction cost estimates on major civil projects.

Key Responsibilities
Leadership and Strategic Planning:

  • Lead, develop, and mentor a national team of heavy civil cost estimators and schedulers, fostering a high-performance, collaborative culture.
  • Establish and enforce consistent estimating and scheduling methodologies, tools, and quality standards across all projects.
  • Oversee workload planning, resource allocation, staffing forecasts, and recruitment to support project and growth demands.

Project Management and Execution

  • Serve as senior oversight and technical authority for estimates on major heavy civil infrastructure projects
  • Review and approve conceptual, preliminary, and detailed construction cost estimates to ensure accuracy, risk recognition, and alignment with client expectations.
  • Provide guidance on constructability, schedule impacts, market conditions, and cost risk evaluations.
  • Support project teams in interpreting cost data, developing pricing strategies, and communicating estimate results to clients and internal stakeholders.

Business Development and Client Relationship Management

  • Develop strong relationships with key clients, contractors, industry partners, and agencies nationally.
  • Support proposal development, fee strategies, and pursuit planning for major infrastructure cost estimating opportunities.
  • Represent the practice at industry events, conferences, and client meetings to enhance brand visibility and expand market presence.

Financial Management and Reporting

  • Manage regional financial performance including budgeting, forecasting, utilization, and profitability targets.
  • Identify growth opportunities and contribute to annual business planning.
  • Implement continuous improvement initiatives to enhance practice efficiency, quality, and competitiveness.

Recruitment, Retention, and Professional Development

  • Support recruiting and retention efforts to attract and retain top talent within the regional practice.
  • Prepare and deliver timely annual employee performance appraisals for assigned staff.
  • Comply with all KCI policies and procedures.
  • Provide input and recommendations for technical training as well as management and leadership development of staff.

Qualifications
Education and/or Work Experience Required:

  • Bachelor's Degree in related field (AEC Industry) and minimum of 10 years of related professional experience, or 14 years of equivalent professional experience.
  • Typically, 10+ years of progressive professional and increasing project management and organizational management experience in the AEC industry
  • Proven leadership skills with a track record of successful project management, business management, and team collaboration.
  • Strong business acumen and strategic thinking capabilities.
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships at all levels.
  • Demonstrated ability to drive business development efforts and achieve growth targets.
  • Willingness to travel as necessary to support regional initiatives

Education And/or Work Experience Preferred

  • Master's/ MBA preferred.

Certificates, Licenses, And/or Registration Required

  • Ability to complete the KCI PM Training and Contract Training within six months of start date.

Certificates, Licenses, And/or Registration Preferred

  • Professional license or certification within the field of expertise
