Job description – Controller

We are seeking a highly skilled Controller to oversee the financial operations of our organization who will be responsible for the delivery of cost effective and efficient accounting and financial systems, policies and processes that meet our requirements.

The successful candidate will be a detail-oriented financial management professional with the ability to work both independently and collaboratively within a team environment and will report to the Executive Director. They will possess extensive experience in non-profit accounting, financial management, and compliance, with a strong understanding of GAAP. This role is critical in ensuring accurate financial reporting, effective cash management, and adherence to all compliance requirements. The Controller will lead the accounting team, manage financial systems, and support strategic decision-making through comprehensive financial analysis.

NCDF is a non-profit loan fund with approximately $30 million in assets that works throughout Allegheny County. We work with diverse group of customers, including small businesses, individual entrepreneurs, and neighborhood-based organizations. We provide loans to business startups, existing small businesses, community service organizations, real estate developers focusing on affordable housing or neighborhood commercial district revitalization.

Specific Responsibilities: Accounting, Payroll, Financial Systems and Financial Controls

  • Occasional Or One-Time Activities
  • Develop and oversee the Internal Review function to ensure that the organization complies with its finance and operations controls and policies.

On-Going Activities

  • Develop monthly and annual financial reporting materials and metrics for the staff and board of directors. Provide overviews of the financial status of the organization to the Board at least quarterly and more often as requested. Support the board with additional financial information and analyses as requested, in conjunction with the organization's management team.
  • Oversee the External Audit, review and analyze results and recommend for approval the Audited Financial Statements.
  • Prepare the financial section of the annual report.
  • Oversee the Cash Management function and develop cash management recommendations for the organization that can be reviewed and approved by the Board of Directors.
  • Implement the organization's investment policy and provide regular updates on investment results to the board.
  • Ensure the organization is in compliance with all internal policies and relevant regulations and ensure filings are completed in a timely manner.
  • Coordinate financial reporting and other compliance requirements for the organization's funders, including government, banks, foundations, donors and investors.
  • Ensure effective follow up processes are in place for financial functions.
  • Oversee the management of the payroll function ensuring efficient systems, process and controls.
  • Manage the financial accounting system, ensuring maximum productivity.
  • Oversee the continuous improvement of Accounting and Financial Processes and systems and the development of the team with the goal to achieve best practices and optimal output.
  • Develop and oversee improvements and additions to accounting policies and procedures to meet both current and future needs, as needed. Provide updated policy recommendations to the Board of Directors as appropriate.

Skills

  • Extensive knowledge of accounting principles including GAAP, Double Entry Bookkeeping, Debits & Credits.
  • Strong background in nonprofit accounting, with experience in community-based lending preferred.
  • Proficiency with accounting software such as QuickBooks, Sage, Xero, or similar platforms.
