Technical Program Manager

Innovative Technologies Corporation (ITC) is seeking a Technical Program Manager (Key Personnel) to lead a multi-year Navy technical services contract supporting Modeling, Simulation, Engineering, Analysis, and Tactics (MSEAT) efforts for NAVSEA. This role serves as the single point of contact for Government leadership and is responsible for overall program execution, quality, cost, and schedule performance.

KEY RESPONSIBILITIES

• Serve as the primary interface with NAVSEA/NSWC PCD leadership
• Direct and integrate all contractor and subcontractor activities
• Manage cost, schedule, staffing, and technical performance
• Ensure compliance with contract requirements, ISO 9001 QMS, and Navy policies
• Lead risk management, performance reporting, and corrective actions
• Support staffing, onboarding, and continuity planning

REQUIRED QUALIFICATIONS

• Minimum 10 years of program or project management experience
• Demonstrated experience managing technical or engineering programs
• Proven ability to lead multi-disciplinary teams in DoD environments
• Strong understanding of warfare systems, technical analysis, or defense programs
• Ability to obtain a clearance if required by the Government

PREFERRED QUALIFICATIONS

• Prior NAVSEA or Warfare Center experience
• CPFF contract management experience
• PMP or equivalent certification

COMPENSATION & BENEFITS

Salary: $90,000 - $120,000 based on experience, plus medical/dental/vision benefits, 15 days PTO and 7 days sick time; other benefits available.

This is a contingent position for a proposal we are bidding on (approved 14 Jan 2026).

Pay: $90, $120,000.00 per year
