divh2Data Scientist/h2pThe Office of Management Analysis and Planning (OMAP) is seeking a skilled and highly motivated Data Scientist to join the New York City Police Department (NYPD) Data Science team. OMAP serves as the primary evaluation and assessment arm of the NYPD. A successful candidate will contribute to the section mission by designing and developing data science services that solve Department challenges. They also will harmonize analysis and research to advise leadership on policy and improve Department decision making. Key responsibilities include experience with Python and machine learning, the ability to work with both structured and unstructured datasets, and the ability to write clean code to integrate data science services with business intelligence tools. Strong project management and interpersonal skills are required./ppWork Location: 1 Police Plaza, N.Y. 10038/ppHours/Shift: Monday - Friday 8 x 4 or 10 x 6/ppMinimum Qualifications:/pp1. For Assignment Level I (only physical, biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:/pp1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or/pp2. A masters degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or/pp3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year./ppPreferred Skills:/pp-Experience designing and developing full-stack software applications using Python, SQL, and/or R./pp-Experience designing and developing statistical and machine learning models./pp-Ability to design and develop metrics to measure business objectives and improve the operational effectiveness of the Department./pp-Ability to design and develop data visualizations and business communication for department leadership to improve organizational decision making./pp-Ability to work with unstructured data, such as text, geospatial, and network data./pp-Ability to write clean and simple code to automate business tools./pp-Excellent oral, written, analytic, organizational, and interpersonal skills and attention to detail are required./pp-Ability to manage multiple projects simultaneously and meet tight deadlines./pp-Ability to work both independently and on a team./pp-Ability to work cross-functionally to strengthen relationships with internal stakeholders, agencies, and academic institutions./pp-Knowledge and understanding of criminal justice policy and research literature is preferred./ppResidency Requirement:/ppNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
