GENERAL SUMMARY

Serves as a Program Manager, overseeing complex projects involving coordination with multiple departments and community stakeholders requiring specialized expertise. Responsible for assisting management in the allocation of resources across multiple teams and departments to ensure quality control and coordination with internal and external teams while meeting budget, quality, and schedule goals. Provides expertise to provide improvement and strategic planning for program management at the River Authority.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Responsible for the program management of projects and efforts related to the strategic management of resources, schedules, and development for River Authority facilities and assets.
  • Supervises, directs, evaluates, coaches, mentors, and delegates work with assigned staff based on skills, professional development, and workloads.
  • Manages the implementation of multiple andhighly complexprojects concurrently.
  • Develops,recommends,and coordinates with leadership on implementing PMO work plan items.
  • Prioritizes project activities for the River Authority resources.
  • Oversees the development of projects' scope, schedule,and budget.
  • Manages and plans for risk and risk mitigation strategies at a program level.
  • Manages conflict between internal/external teams by mitigating escalation of issues as they arise.
  • Conducts program meetings internally and externally.
  • Prepares and presents program reporting to various audiences.
  • Monitors schedules and budget sat a program level.
  • Manages and prioritizes project portfolios and backlogs.
  • Identifies and addresses change management needs.
  • Provides and facilitate training opportunities for project managers and project staff.
  • Utilizes River Authority project management software and systems.
  • Demonstrates continuous effort to improve, develop, motivate, and empower staff to achieve the River Authority's goals and objectives.
  • Participates in the strategic planning process for the assigned programs.
  • Performs related work as required.

SUPERVISORY REQUIREMENTs

  • This position may directly supervise other employees.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • An undergraduate degree from an accredited college or university in sciences, public administration, urban planning, engineering or relevant equivalent,seven(7) years of combined progressively responsible experience in project management with at least three (3) years in program managementor highly complex projects;or a combination of experience and education that results in the required knowledge, skills, and abilities is required.
  • Preferred experience as a Power BI administrator as well as technical skills to analyze data.

Required Licenses or Certifications

  • Project Management Professional (PMP) Certification, or equivalent, or ability to obtain within 12 months of hire.

Must have and maintain a valid driver's license and an insurable driving record.
