Position Overview:

The Air & Waste Department Program Manager provides strategic leadership, technical oversight, and operational management for air quality and waste management consulting programs. This role oversees multidisciplinary project teams, manages client relationships, ensures regulatory compliance, and drives program growth while maintaining high standards of quality and client satisfaction. This role leads the development, implementation, and oversight of programs to ensure compliance with all applicable air and waste regulations and standards. Responsibilities include conducting complex air quality assessments, managing permit processes, analyzing emissions data, and serving as the primary liaison with regulatory agencies. The Air & Waste Department Program Manager provides technical leadership to project teams, mentors junior staff, and provides technical expertise and regulatory guidance to clients.

Responsibilities:

  • Lead and manage the Air & Waste Department, including staff supervision, mentoring, and performance management.
  • Provide senior-level technical guidance on air quality permitting, compliance, emissions reporting, and waste management programs.
  • Review and approve air quality permitting technical deliverables such as permit applications, compliance reports, emissions inventories, air dispersion modeling evaluations (AERMOD, CalEEMod, HARP), and air quality impact assessments.
  • Coordinate with senior leadership to align departmental goals with company strategy.
  • Develop and implement departmental processes, standard operating procedures, and quality control measures.
  • Oversee multiple concurrent projects and programs, ensuring scope, schedule, budget, and quality objectives are met.
  • Serve as a primary client contact for key accounts, maintaining strong, long-term relationships.
  • Provide technical guidance and mentoring to junior specialists and other staff involved in air quality monitoring.
  • Review and approve waste management program technical deliverables. Advise clients on compliance with RCRA and other federal, state, and local regulations regarding hazardous, solid, and universal waste management.
  • Stay current with evolving air quality and waste regulations and modeling guidance.
  • Identify opportunities to expand services and grow the Air & Waste practice.

Qualifications:

  • Bachelor's degree in environmental science, environmental engineering, chemical engineering, or related field; Master's degree preferred.
  • 5–8 years of progressive experience in air quality compliance, emissions monitoring, or environmental engineering.
  • In-depth knowledge of Clean Air Act regulations, New Source Review (NSR), Title V permits, and emissions reporting requirements.
  • Proficiency with air dispersion modeling tools and emissions monitoring systems.
  • Strong leadership skills with the ability to mentor and train others.
  • Exceptional analytical, problem-solving, and technical writing skills.
  • Proven ability to interface effectively with regulatory agencies and industry stakeholders.
  • Valid driver's license with acceptable driving record.Preferred Qualifications:
  • Professional Engineer (PE) or other relevant professional certification.
  • Experience working with state and federal regulatory agencies.Travel Requirements:
  • This position requires occasional domestic overnight travel, approximately 10% to 20% of the time, to supportbusiness objectives and client engagements. Travel may be both scheduled and on short notice, depending on

project needs. Destinations typically include job sites, field locations, or regional offices, where work may be

conducted in outdoor or operational environments. Adherence to all company safety protocols and use of PPE is

required during travel and on-site work.
Physical Demands & Work Environment:
- This position operates in a hybrid work environment, requiring flexibility to work effectively from both a professional office and field work site setting.
- On-Site Office Requirements:
- Work is performed at a desk for extended periods using a computer, phone, and standard office equipment in a climate-controlled office environment.
- Regular in-person communication with team members, clients, and stakeholders is required.
- Physical demands may include sitting for long durations, occasional standing, walking, bending, and lifting of materials up to 15 pounds.
- Field Environment:
- Work at outdoor sites including wetlands, forests, grasslands, construction zones, and undeveloped land.
- Travel on foot across uneven, rugged, or obstructed terrain, sometimes in areas inaccessible by vehicle.
- Exposure to varying weather conditions including heat, cold, humidity, rain, or sun.
- Possible presence of insects, animals, or natural and man-made hazards in field environments.
- Physical Requirements:
- Ability to lift and carry between 35–75 lbs. of equipment or samples over distances up to 75 feet.
- Ability to stand, walk, drive, and operate lab and field equipment for extended periods.
- Ability to bend, twist, reach, stoop, kneel, climb, and balance as needed during both lab and fieldwork.
- Ability to communicate effectively in both verbal and written formats in varied environments, often while wearing PPE.
- Ability to use sensory capabilities to see (including close and distant vision, color perception, depth perception, and focus) and smell for observation and safety purposes.EEO Statement:
