About State University Construction Fund:
The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals.
Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."
The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).
Job Description:
The State University Construction Fund (the "Fund") is currently seeking an Assistant Director, Capital Program Management - Program Implementation to join our Capital Program Management team at our office in Albany, NY.
The Assistant Director of Capital Program Management (Program Management & Implementation) is responsible for providing oversight and coordination of the overall capital implementation function in Capital Program Management, and providing strategic direction to achieve organizational goals. The Assistant Director is responsible for the supervision of staff managing and implementing individual multi-year campus capital plans, and supports the Director of Capital Program Management in implementing policies and procedures for managing the system-wide capital program of the State University of New York.
Specific Duties & Functions:
  • Manage and supervise day-to-day activities of the staff that support the capital program implementation function within Capital Program Management, including studies.
  • Provide staff with strategic direction and relevant information to develop and maintain short and medium-term capital plans for each campus.
  • Ensure that the capital plans, particularly design starts, are implemented as scheduled.
  • Review and provide feedback on project scopes proposed by Program Managers.
  • Ensure that the capital plans include appropriate inputs, including campus buy-in, program information, building conditions information, Facilities Master Plan (FMP) and Clean Energy Master Plan (CEMP) related information, etc.
  • Work collaboratively with Design Unit to partner Program Managers with Design Coordinators from project scoping
  • through the schematic phase of design; advise Program Managers on how to identify when input is needed during remainder of design or construction.
  • Work with co-Assistant Director to ensure staff integrate asset renewal and space utilization needs with campus strategic direction and goals in each campus plan.
  • Work with co-Assistant Director to facilitate, and guide PM's in providing, relevant information for the multiple data systems that support the capital planning function, including AiM (Asset Module), Microsoft Project and/or Planning Module, and PIMS corporate system to ensure quality controls are in place for data integrity.
  • Establish and manage client campus relationships; integrate consensus building into the planning process; participate in resolving issues that arise.
  • Mentor PM's on opportunities to understand and mitigate stakeholder/partner risk as well as other plan and project risks.
  • Lead and/or coordinate a range of necessary initiatives and important processes including with respect to management of program and technical studies, procurements, trustee approvals, DOB approvals, engagement of cost estimation, etc.
  • Comprehend FMP and CEMP goals, strategies, and projects; advise PM's on how to integrate projects arising from such plans into capital plans.
  • Guide staff engagement and development by identifying training opportunities and staff participation in special projects.
  • Comprehend higher level management goals and priorities, lead staff in meeting these expectations.
  • Develop performance metrics and performance reports.
  • Work with Director and Co-Assistant Director to recommend streamlining of business processes and implementation of new and revised policies as well as maintaining current documentation on processes and procedures.
  • Work collaboratively with Co-Assistant Director to implement strategic direction of Program Management Unit as appropriate.
  • Facilitate interactions and problem solving with other units on plan management and project implementation issues.
  • Perform other duties as directed.

Requirements:
A Bachelor's Degree in Architecture, Engineering, Planning, or a facilities related discipline or other relevant professional field, and ten (10) years working experience with significant experience in planning, developing, and/or executing multi-year capital programs and project portfolios. An advanced Degree is not required but will be considered. A Professional License or Certification is preferred, such as PE, RA, AICP, etc. Some experience in higher education or public sector projects is preferred.
Other essential skills include the ability to think strategically and analytically, and demonstrate problem-solving skills, communication and leadership skills, and decisiveness. Skill in managing in situations of uncertainty and without direct supervisory control of all parties is also necessary. Additional requirements include: a working knowledge of applicable laws, rules and standards regulating design, construction and public procurement; exposure to project management and to building or site infrastructure projects; strong technology skills, including Microsoft Office and project management applications; strong organizational skills and the ability to work with and manage other professionals.
This position does not require a NYS Civil Service examination.
Additional Information:
Salary range: $111,925 -$156,224 per year, commensurate with experience and qualifications.

Note on Telecommuting: Employees are eligible to request approval to telecommute a limited number of days per month after completing 6 months of service. Telecommuting approvals will be made in accordance with the Fund's Telecommuting Program Guidelines.
