About the Role:

Under the general direction of the Manager, Engineering and Constructions, the Senior Project Manager is responsible for the management and administration of complex capital projects including the initiation, planning, environmental assessment, budgeting, public consultation, contract preparation, design and construction administration, and warranty completion for both in house and externally designed projects. The Senior Project Manager is also responsible for providing guidance and coaching to other technical, project and inspection staff within the division.

What You'll be Doing:

(These set out the principal functions of the position and shall not be considered as a detailed description of all the work requirements).

  • Plan and prepare engineering studies which may include preparation and administration of Request for Proposals, Requests for Quotes or terms of reference and compliance with the Class Environmental Assessment process.
  • Conduct detailed design or technical review, planning, scheduling and control of linear infrastructure projects which includes the engagement and oversight of external consultants and internal staff.
  • Coordinate utility relocations and property requirements.
  • Obtain approvals from governing bodies (such as the NPCA, MECP, MTO, and MNR).
  • Contract/tender preparation and ensuring that all City construction tenders are in accordance with contract law, provincial legislation and best engineering practices.
  • Remain current with respect to updates and/or accepted changes to contract law, provincial legislation and best engineering practices.
  • Administer construction contracts, manage and evaluate Contractors, manage disputes and stakeholder expectations, and manage and track Contractor payment certificates and change work orders.
  • Provide technical assistance to the Manager, Engineering and Construction and Director of Engineering, Facilities and Environmental Services/City Engineer and other divisional staff and City departments,
  • Prepare council reports that provide recommendations supported with background information/documentation and presentations as required.
  • Facilitate PICs and public meetings, respond to public inquiries, and act as City representative. Chair internal and external stakeholder meetings, prepare addenda, minutes, notices, presentations, advertisements, etc.
  • Liaise with and coordinate projects with the public, other departments, Regional and Provincial Government officials, private utilities, City interest groups and agencies.
  • Prepare, submit, obtain and comply with all required permits and approvals. Sign and seal permit documents as required.
  • Prepare project cost estimates, capital budgets and prepare, submit and manage funding applications. Coordinate Capital projects (timing, budget, resources, expectations, etc.) with other City departments. Manage and monitor budget expenditures.
  • Assist in the evaluation of system deficiencies and help establish priorities and assist in developing five-year maintenance and construction programs.
  • Assist in the preparation and recommendation of annual expenditures required to maintain various municipal infrastructure systems at prescribed levels.
  • Assist in the preparation of the Annual Report for the Division.
  • Provide timely information and data for the maintenance of accurate inventory records.
  • Perform job in accordance with City policies and procedures. Review and recommend updates to policies and procedures where necessary.
  • Other duties as assigned.
Position Requirements:
  • A University Degree in Civil Engineering is preferred. College diploma in Civil Engineering Technology, Architectural Technology, or equivalent education and experience is required.
  • Recognized by Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.).
  • Registration with Professional Engineers Ontario (P. Eng.) is preferred.
  • A Project Management Professional (PMP) designation is an asset.
  • Five (5) years of progressively responsible experience in planning, design, construction and maintenance of municipal infrastructures (sewer, water & roadworks preferred) with an emphasis on managing projects.
  • Demonstrated knowledge of the Occupation Health and Safety Act and its regulations as they relate to construction projects.
  • Knowledge, training and experience with the Ontario Provincial Standards and Ministry of Environment guidelines for municipal works.
  • Annual participation in training, study and successful completion of Good Roads, OBA or equivalent training courses.
  • Annual participation in training, study and successful completion of Good Roads and ORCGA (Ontario Regional Common Ground Alliance) or equivalent training courses.
  • Strong problem solving and decision-making skills.
  • The ability to function effectively and efficiently under minimum supervision.
  • Well-developed communication skills and excellent customer service skills with the ability to liaise with key external and internal stakeholders.
  • Working knowledge of graphic workstations and CADD Systems.
  • Demonstrated proficiency in Microsoft Office Suite software programs.
  • Valid Ontario Driver's licence, Class "G", with a clean driving record.
  • Proven completion of Ministry of Labour Employee Health & Safety Awareness Training
  • Demonstrated commitment to enhancing a safety culture and a culture of continuous improvement.
Other Requirements:

Other Position Requirements include: Class G Driver's Licence, Ability to travel between City work locations
