Position Summary

QEM is seeking an Assistant Program Director who will be responsible for the daily coordination and successful execution of a privately funded fellowship program supporting approximately 25–40 fellows annually. This role requires exceptional organizational skills, independent decision-making, and the ability to work collaboratively with QEM staff, the funder, federal agencies, and QEM Network stakeholders. The Assistant Program Director will ensure the program operates in full compliance with project outcomes measures by managing the data collection and communicating with fellows (HEROES).

Key Responsibilities:


•      Manage day-to-day operations of the fellowship program, ensuring smooth and timely execution of activities, events, orientations, and reporting cycles.


•      Coordinate cohort recruitment, application processing, selection communications, onboarding, and tracking of 25–40 fellows.


•      Contributes to research/evaluative dissemination activities to include white paper or research paper development and publications.


•      Coordinate with Sr. Technical Assistance Coordinator to plan detailed program calendars.


•      Coordinate with Program Manager on workflows and maintain documentation to support efficient processes.


•      Organize fellow professional development sessions and virtual networking events for cohort building.


•      Serve as a primary point of contact for fellows, institutional partners, and external collaborators.


•      Facilitate communication between the program team and fellows.


•      Lead aspects of program execution that require independent judgment, proactive planning, and timely completion of deliverables to include time and effort (T&E) tracking of fellows.


•      Review fellow data sheets for technical assistance service provision.


•      Collaborate effectively with the Program Director and project leadership to strategize improvements and anticipate program needs.

Minimum Requirements:

Experience with meeting rigid deadlines

Doctorate degree in relevant field

Extensive knowledge of federal government agencies (e.g., NSF, DOE, USDA, NIH, DOD, etc.).


1-2 years working at a federal agency


Previous experience in telework environment

Previous experience in team-based environment

Previous experience with multi-site project coordination

Required Skills:

Strong verbal and written communication skills Strong data management and analytical skills Research Report writing skills

Experience with Microsoft Office Suite Strong ability to complete tasks independently Strong interpersonal communication skills

Preferred Skills:

Basic knowledge in cohort building and retention Independent project management skills

Annual Salary:
$145,000 (grant funded)
