The Program Director is responsible for the overall leadership, management, and compliance of DDA-funded residential programs. This role ensures the delivery of high-quality, person-centered services to individuals with developmental and intellectual disabilities while maintaining full compliance with DDA regulations, licensing standards, and agency policies. The Program Director provides strategic oversight of residential operations, supervises management staff, and serves as a key liaison with DDA, families, guardians, managers and admin personnel.

Key Responsibilities:

Program Leadership & Oversight

  • Provide overall direction and management of DDA residential programs, including group homes and supported living services.
  • Ensure services are delivered in accordance with Individual Support Plans (ISP), behavior support plans, and medical protocols.
  • Promote a culture of person-centered care, dignity, inclusion, and respect.
  • Monitor program outcomes and implement quality improvement initiatives.

Compliance & Regulatory Management

  • Ensure full compliance with DDA regulations, licensing requirements, and contractual obligations.
  • Oversee preparation for DDA audits, inspections, and licensing reviews.
  • Ensure timely reporting of incidents, critical events, and investigations in accordance with DDA policies.
  • Develop, implement, and update program policies and procedures.

Staff Management & Development

  • Supervise Residential Coordinators, House Managers, and other supervisory staff.
  • Oversee hiring, training, performance evaluations, and corrective actions.
  • Ensure staffing levels meet program needs and regulatory requirements.
  • Promote staff development, retention, and accountability.

Financial & Operational Management

  • Develop and oversee program budgets and resource allocation.
  • Monitor expenditures, payroll, and operational costs to ensure fiscal responsibility.
  • Ensure proper management of resident funds and petty cash.
  • Oversee facility maintenance, safety standards, and emergency preparedness.

Health, Safety & Risk Management

  • Ensure resident health, safety, and well-being across all programs.
  • Oversee medication management systems and nursing coordination.
  • Review incidents, implement corrective actions, and reduce risk.
  • Ensure abuse, neglect, and exploitation prevention and reporting protocols are followed.

Communication & Stakeholder Engagement

  • Serve as primary liaison with DDA case managers, licensors, and regulatory bodies.
  • Maintain effective communication with families, guardians, and advocates.
  • Represent the agency at ISP meetings, interdisciplinary team meetings, and in-person meetings.
  • Collaborate with external providers, healthcare professionals, and service partners.

Required:

  • Bachelor's degree in Human Services, Social Work, Psychology, or a related field (Master's preferred or required depending on DDA standards).
  • Minimum of 3 years of experience working with individuals with developmental disabilities.
  • At least 3 years of supervisory or program management experience.
  • Strong knowledge of DDA regulations, residential licensing standards, and person-centered practices.
  • Ability to pass background checks and required clearances.
  • Valid driver's license and reliable transportation.
