Job Summary:

An Emergency Medical Technician (EMT) Firefighter Suppression responds to and mitigates hazardous incidents, extinguishes fires, performs rescues, and provides emergency medical treatment at the scene of an accident or illness, transports sick and injured persons to medical facilities and participates in community risk reduction activities. Work of this class may involve leading other Fire employees but does not involve full supervisory duties or responsibilities.

Incumbents receive general supervision from a technical superior. Employees in this class work rotating shifts including nights, weekends and holidays. Work is performed at scenes of fires where there is frequent exposure to hazardous conditions such as burning buildings, smoke-filled rooms, collapsing structures and toxic fumes and at the scene of accidents, illnesses, disasters, HAZMAT incidents and other emergencies and in an ambulance where there is exposure to hazardous situations and stressful or traumatic events. Work requires strenuous physical activity such as lifting, climbing ladders, bending and crawling, working with heights and in confined spaces. Work of this class requires wearing breathing apparatus.

Minimum Qualifications:

EDUCATION: Have graduated from an accredited high school or equivalent acceptable to the State of Maryland. Candidates for positions in this class must be 18 years of age at time of application and a United States Citizen or a resident alien.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Non-commercial driver's license or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required. LEARNER'S PERMITS AND PROVISIONAL LICENSES WILL NOT BE ACCEPTED.

Physical and Medical Standards

Candidates for positions in this class will be required to pass a candidate physical agility test as required by the City of Baltimore.

Candidates for positions in this class hired after January 1, 2010, must meet National Fire Protection Association (NFPA) Standard 1582, including being tobacco free on duty, upon appointment and throughout their length of service in the Baltimore City Fire Department or be subject to termination.

Candidates for positions in this class hired after January 1, 2016, are required to meet Baltimore City Fire Department physical performance standards as measured by annual physical performance tests upon appointment and throughout their length of service in the Baltimore City Fire Department.

Knowledge, Skills, & Abilities:

  • Ability to read, write, comprehend and speak the English language.
  • Ability to drive emergency vehicles and operate equipment safely under emergency and no-emergency situations and to ensure that they are maintained in serviceable conditions.
  • Ability to compose narratives and reports, and complete forms clearly, legibly and accurately.
  • Ability to learn firefighting and rescue techniques.
  • Ability to learn the effects of hazardous materials and chemicals.
  • Ability to learn emergency medical protocols, techniques and equipment.
  • Ability to respond quickly and appropriately under pressure.
  • Ability to analyze emergency situations and to select effective courses of action, giving regard to surrounding hazards and circumstances.
  • Ability to use sound judgment in applying fire suppression, HAZMAT response and emergency rules, principles, and protocols to emergency situations.
  • Ability to follow written and oral directions and the orders of superiors.
  • Ability to make minor repairs and adjustments to equipment under supervision.
  • Mathematical ability.
  • Ability to engage I strenuous physical effort for prolonged periods as required.
  • Ability to wear-self-contained breathing apparatus, climb ladders, and work in confined places, toxic atmospheres, and extreme climate conditions.
  • Ability to work from heights.
  • Ability to establish and maintain effective professional relationships with peers and the public, particularly under stressful situations.
  • Ability to work effectively as a member of a team.
  • Ability to learn, comprehend and use basic computer commands.
  • Ability to communicate effectively

SELECTION PROCESS:

The examination process includes a multiple-choice test, a physical agility test, and a structured interview. Candidates are required to make a converted score of not less than 70 on a scale of 100. The driver's license of each candidate will be evaluated for appropriateness. It is essential, therefore, that you complete the application in its entirety by providing complete and accurate information on every section of the application. Vagueness or omission may eliminate you from consideration for this position.

Background Check

Eligible candidates who are under final consideration for appointments will be required to authorize the release of criminal conviction information and to submit to and pass a drug and alcohol test.

NOTE: During the initial training period at the Fire Academy EMT Firefighters must obtain and maintain the following:

  • Current Maryland State certification as an EMT – Basic
  • Maryland Fire Service Professional Qualification Board Firefighter I and II certifications
  • Maryland Fire Service Professional Qualification Board Responders to Hazardous Materials Operations certification.
  • Must successfully complete Maryland Fire Rescue Institute (MFRI) Emergency Vehicle Operator Course (EVOC), or an equivalent course acceptable to the Office of Risk Management and the Maryland Motor Vehicle Administration.
  • American Heart Association's (AHA)
  • CPR for the Healthcare Provider course
  • Public Safety Educator
  • Rescue – Site Operations and Vehicle Machinery Extrication

NOTE: Members must meet minimum attendance

NOTE: Failure to pass any of the Baltimore City Training Academy Modules during the initial training period will result in termination of employment

NOTE: Failure to obtain any required licensure or certification by the end of the initial training period at the Fire Academy will result in termination of employment with the Baltimore City Fire Department

NOTE: Members of the Baltimore City Fire Department must obtain and maintain licenses and certifications in all of the above as a condition of employment with the Baltimore City Fire Department.

NOTE: Entry level Fire Department positions are on a one-year probationary period.

NOTE: Members will be required to obtain all company/unit acting out of title approvals as per the current Fire Department policies.

(MIEMSS), National Registry of Emergency Medical Technicians (NREMT), Maryland Fire and Rescue Institute (MFRI) and the Baltimore City Fire Department (BCFD). In the event of changes in the standards, certification or licensure requirements in any of the above, the member is required to maintain the equivalent certification or licensure to continue employment with the Baltimore City Fire Department.

VETERANS' PREFERENCE: Honorably discharged US Armed Forces veterans (with 90 days consecutive days active duty not including Reservists or National Guardsmen) who pass all parts of the examination are entitled to veterans' preference. Veterans must submit a DD 214 at the time of application. Late submissions will not be accepted.

RESIDENTS' PREFERENCE: Baltimore City residents submitting applications on or before the closing date who pass all parts of the examination are entitled to residents' preference. At the time of application, a legible photocopy of a valid Maryland Driver's License or Maryland Identification Card issued by the MVA with a street address within the Baltimore City limits must be submitted. Late submissions will not be accepted.

Baltimore City Fire Department written examination is offered through the National Testing Network (NTN) at testing centers locally and around the United States.

The cost of the examination is free for all applicants. The Physical Agility Test fee will be $30.00 for non-city residents.
