Position Overview
We are seeking an experienced
Human Resources Program Analyst / HR Business Partner
to serve as the primary point of contact for all HR-related activities within a specialized technical or operational organization. This role partners closely with senior leadership and provides hands-on support across the full employee lifecycle, workforce planning, and HR strategy execution.
The ideal candidate is highly organized, proactive, and comfortable operating independently while supporting leadership in a structured, compliance-driven environment.
Key Responsibilities
- Serve as the primary HR point of contact for an assigned organization or program
- Partner directly with senior leadership to support HR initiatives, workforce planning, and organizational priorities
- Support hiring and staffing activities, including drafting and posting job requisitions, coordinating interviews, onboarding, and offboarding personnel
- Track and report on HR actions throughout the hiring lifecycle, ensuring visibility and compliance
- Assist in the development and execution of annual HR strategies, goals, and workforce plans
- Coordinate with enterprise-level HR, workforce, and corporate operations teams
- Support development of staffing requirements, role definitions, and future workforce forecasting
- Develop, maintain, and analyze HR metrics, dashboards, and ad hoc reports
- Improve tracking methods, controls, and documentation related to hiring and onboarding processes
- Provide guidance on HR processes, policies, and best practices
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field
- OR
equivalent professional experience in HR program support - Strong proficiency with Microsoft Office and collaboration tools (Word, Excel, PowerPoint, Teams)
- Excellent written and verbal communication skills
- Strong organizational skills with the ability to manage multiple priorities
- Ability to quickly learn new systems, tools, and processes
- Experience working in regulated, compliance-focused environments
Preferred Qualifications
- Experience supporting HR operations in a government, defense, or highly regulated organization
- Familiarity with enterprise HR systems and workforce management tools
- Experience developing or supporting strategic HR plans
- 5+ years of progressive HR or workforce management experience
- Experience partnering directly with senior leadership
